- HOUSE OF REPRESENTATIVES COMMITTEE ON APPROPRIATIONS REP. ANN BOLLIN CHAIR COMMITTEE MEETING MINUTES Wednesday, January 28, 2026 9:00 AM Room 352, State Capitol Building The House Committee on Appropriations was called to order by Chair Bollin. The Chair requested attendance to be called: Present: Reps. Bollin, Maddock, Phil Green, Jenkins-Arno, Kelly, Markkanen, Mueller, Slagh, VanWoerkom, Beson, Borton, Roth, Cavitt, DeSana, Kuhn, Steele, Robinson, O'Neal, Rogers, Steckloff, Glanville, Farhat, Martus, McKinney, Price, Snyder and Longjohn. Absent: Reps. Edwards and Morgan. Excused: Reps. Edwards and Morgan. The Chair laid an Overview of the Rural Health Transformation Program before the committee. Andrew Raymond, representing the Kalkaska Memorial Health Center, Peter Marinoff and Gabe Schneider, representing Munson Healthcare, Tonya Darner, representing the UP Health System, and Lauren LaPine-Ray, representing the Michigan Health and Hospital Association, all testified on the Rural Health Transformation Program. Questions and discussions followed. Matt Maskart, representing Pathways Community Mental Health, testified on the Rural Health Transformation Program. Questions and discussions followed. Isabell Pacheco, representing the Michigan Health Information Network, testified on the Rural Health Transformation Program. Questions and discussions followed. Phillip Berquist, representing the Michigan Primary Care Association, and Ben Frederick, representing Memorial Healthcare, testified on the Rural Health Transformation Program. Questions and discussions followed. Representative Maddock moved to excuse Representative Edwards and Representative Morgan from the meeting. There being no objection, the motion prevailed by unanimous consent. Representative Price moved to adopt the meeting minutes from January 21, 2026. There being no objection, the motion prevailed with unanimous consent. There being no further business before the committee, Chair Bollin adjourned the meeting at 10:28 AM.
