NANCY DEBOER CHAIR COMMITTEE MEETING MINUTES Wednesday, January 28, 2026 10:30 AM Room 327, House Office Building The House Committee on Education and Workforce was called to order by Chair DeBoer. The Chair requested attendance to be called: Present: Reps. DeBoer, Linting, Fox, Kunse, St. Germaine, Pavlov, Wilson, Koleszar, Weiss and Byrnes. Absent: Rep. Paquette. Excused: Rep. Paquette. Representative Linting moved to adopt the meeting minutes from January 21, 2026. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 5310, HB 5311 and HB 5312 before the committee: HB 5310 (Rep. Outman) A bill to amend 1979 PA 94, entitled "The state school aid act of 1979," by amending sections 3, 6, 20, 105, 105c, and 111 (MCL 388.1603, 388.1606, 388.1620, 388.1705, 388.1705c, and 388.1711), sections 3, 6, 20, and 111 as amended by 2025 PA 15 and sections 105 and 105c as amended by 2021 PA 48, and by adding section 105d. HB 5311 (Rep. Liberati) A bill to amend 1976 PA 451, entitled "The revised school code," (MCL 380.1 to 380.1852) by adding section 1812a; and to repeal acts and parts of acts. HB 5312 (Rep. Rigas) A bill to amend 1976 PA 451, entitled "The revised school code," by amending section 1401 (MCL 380.1401). Representative Outman testified in support of HB 5310. Representative Liberati testified in support of HB 5311. Representative Rigas testified in support of HB 5312. Questions and discussions followed. Leanna Hewitt, representing herself, testified in support of HB 5310. Kerry Bialik, representing herself, testified in support of HB 5310. Questions and discussions followed. Annie Monaweck, representing the Calhoun ISD. The following people submitted a card in support of HB 5310, HB 5311 and HB 5312, but did not wish to speak: Katherine Bussard, representing herself. Beth DeShone, representing the Michigan Forward Network. Professor William Wagner, representing himself. Randy Gross, representing the MI Chamber. Representative Linting moved to excuse Representative Paquette from the meeting. There being no objection the motion prevailed by unanimous consent.
