BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-0793 FAX: (517) 373-5607 COMMITTEE MEETING MINUTES April 20, 2021 A meeting of the Senate Committee on Regulatory Reform was scheduled for Tuesday, April 20, 2021, at 3:00 p.m., in the Harry T. Gast Appropriations Room. The agenda summary is as follows: 1. Reported SB 230 (S-1) (Sen. McBroom) with recommendation. 2. Testimony regarding SB 128 (Sen. LaSata). 3. Testimony regarding SB 116 (Sen. Schmidt). The Chair called the meeting to order at 3:01 p.m.. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, Zorn, Moss, Polehanki and Wojno, a quorum was present. The Chair entertained a motion by Sen. VanderWall to adopt the meeting minutes from April 13, 2021. Without objection, the minutes were adopted. The Chair invited the following individuals to present testimony regarding SB 128: Sen. Kim LaSata – Support Otto Hahne, Michigan Independent Auto Dealers Association – Support Matt Levin, Michigan Department of State – Opposition The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 128: Kurt Berryman, Auto Dealers of Michigan – Support Chris Britton, New Heights CCDA – Support The Chair entertained a motion by Sen. Theis to adopt the (S-1) version of SB 230. The vote was as follows: Yeas: Chair Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, Zorn, Moss, Polehanki, and Wojno. Nays: None The motion prevailed and the (S-1) was adopted. The Chair invited the following individuals to present testimony regarding SB 230: John Lauve, Self – Opposition Page 1 of 2 The Chair entertained a motion by Sen. Theis to report the (S-1) version of SB 230 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Nesbitt, Sen.(s) Theis, Lauwers, VanderWall, and Zorn. Nays: None Pass: Sen.(s) Johnson, Moss, Polehanki, and Wojno. The motion prevailed and the bill was reported. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 230: David Marvin, Michigan Liquor Control Commission – Opposition Shelly Stahl, The Wine Institute – Support Mason Doerr and Scott Ellis, Michigan Licensed Beverage Association – Support The Chair invited the following individuals to present testimony regarding SB 116: Derek Sova, Michigan Department of Licensing and Regulatory Affairs – Neutral There being no further business before the committee, the Chair moved to adjourn the committee.
