BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-3447 FAX: (517) 373-5849 COMMITTEE MEETING MINUTES April 21, 2021 A meeting of the Senate Committee on Transportation and Infrastructure was scheduled for Wednesday, April 21, 2021, at 12:00 noon, in the Harry T. Gast Appropriations Room of the Capitol Building. The agenda summary is as follows: 1. Reported SB 48 (Sen. LaSata) with recommendation and immediate effect. 2. Reported SB 220 (S-2) (Sen. Theis) with recommendation and immediate effect. 3. Presentation from the Michigan Department of State regarding C.A.R.S. The Chair called the meeting to order at 12:00 noon. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Geiss, and Bullock, a quorum was present. The Chair entertained a motion by Sen. McBroom to adopt the meeting minutes from April 14, 2021. Without objection, the minutes were adopted. The Chair made a motion to excuse absent members from the meeting. Without objection, Sen. Hollier was excused from the meeting. The Chair invited Sen. LaSata to summarize SB 48. The Chair invited the following individuals to present testimony regarding SB 48: Lisa Marsh, Michigan Department of Transportation Southwest Region – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 48: Troy Hagon, Michigan Department of Transportation – Neutral The Chair entertained a motion by Sen. LaSata to report SB 48 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Geiss, and Bullock Nays: None The motion prevailed and the bill was reported. Page 1 of 2 The Chair made a motion to recommend immediate effect for SB 48. Without objection, immediate effect was recommended. The Chair offered an (S-2) version of SB 220. The Chair invited Meghan Reckling, of Sen. Theis' office, to summarize the (S-2) version of SB 220. The Chair entertained a motion by Sen. Victory to adopt the (S-2) version of SB 220. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Geiss, and Bullock Nays: None The motion prevailed and the (S-2) was adopted. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 220: Matt Levin, Michigan Department of State – Oppose Tony Des Chenes, Potato Growers of Michigan – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 220 (S- 2): Andrew Vermeesch, Michigan Farm Bureau – Support The Chair entertained a motion by Sen. Victory to report the (S-2) version of SB 220 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Geiss, and Bullock Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 220 (S-2). Without objection, immediate effect was recommended. The Chair invited James Fackler, of the Michigan Department of State, to give a presentation regarding the Department's Customer and Automotive Records System (C.A.R.S.). There being no further business before the committee, the Chair moved to adjourn the committee.
