- HOUSE OF REPRESENTATIVES COMMITTEE ON NATURAL RESOURCES AND TOURISM REP. DAVID MARTIN CHAIR COMMITTEE MEETING MINUTES Wednesday, January 28, 2026 Noon. Room 519, House Office Building The House Committee on Natural Resources and Tourism was called to order by Chair Martin. The Chair requested attendance to be called: Present: Reps. Martin, St. Germaine, VanderWall, Outman, Hoadley, Johnsen, Prestin, Bohnak, Fairbairn, Wortz, McFall, Scott, Weiss, Foreman, Myers-Phillips and Wooden. Absent: Rep. Arbit. Excused: Rep. Arbit. Representative Fairbairn moved to adopt the meeting minutes from January 21, 2026. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 5165 before the committee: HB 5165 (Rep. Roth) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending section 21105 (MCL 324.21105). Representative Roth testified in support of HB 5165. Questions and discussions followed. Casey Smith, representing Phoenix Environmental, testified in support of HB 5165. The following person submitted a card in opposition to HB 5165, but did not wish to speak: Mark Griffin, representing the Michigan Petroleum Association. The Chair laid HB 5317 before the committee: HB 5317 (Rep. Cavitt) A bill to amend 1965 PA 261, entitled "An act to authorize the creation and to prescribe the powers and duties of county and regional parks and recreation commissions; and to prescribe the powers and duties of county boards of commissioners with respect to county and regional parks and recreation commissions," by amending section 1 (MCL 46.351), as amended by 2006 PA 588. Representative Cavitt testified in support of HB 5317. Questions and discussions followed. Jesse Osmer, representing the Alpena County Administrator, testified in support of HB 5317. Questions and discussions followed. Nichole Fisher, representing the Michigan Parks and Recreation Association, testified in support of HB 5317. Questions and discussions followed. The Chair laid HB 5210 before the committee: HB 5210 (Rep. Alexander) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending section 47331 (MCL 324.47331), as added by 1995 PA 57. Representative Alexander testified in support of HB 5210. Taylor Ridderbusch and Randy Claremont, representing the Michigan Department of Natural Resources, testified in support of HB 5210. Questions and discussions followed. The following person submitted a card in support of HB 5210, but did not wish to speak: Mark Williams, representing the Michigan Anglers Consortium. Representative VanderWall moved to excuse Representative Arbit from the meeting. There being no objection the motion prevailed by unanimous consent.
