BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-0793 FAX: (517) 373-5607 COMMITTEE MEETING MINUTES April 27, 2021 A meeting of the Senate Committee on Regulatory Reform was scheduled for Tuesday, April 27, 2021, at 3:00 p.m., in the Harry T. Gast Appropriations Room. The agenda summary is as follows: 1. Reported SB 116 (Sen. Schmidt) with recommendation. 2. Reported SB 128 (S-1) (Sen. LaSata) with recommendation. 3. Reported SB 353 (S-1) (Sen. VanderWall) with recommendation. 4. Reported SB 354 (Sen. VanderWall) with recommendation. The Chair called the meeting to order at 3:03 p.m.. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, Zorn, Moss, Polehanki and Wojno, a quorum was present. The Chair entertained a motion by Sen. Theis to adopt the meeting minutes from April 20, 2021. Without objection, the minutes were adopted. At 3:03 p.m., the Chair recessed the committee. At 3:10 p.m., the Chair reconvened the committee. The Chair entertained a motion by Sen. VanderWall to report SB 116 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, Zorn, Moss, Polehanki, and Wojno. Nays: None The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Lauwers to adopt the (S-1) version of SB 128. The vote was as follows: Yeas: Chair Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, Zorn, Moss, Polehanki, and Wojno. Nays: None The motion prevailed and the (S-1) was adopted. VanderWall to report the (S-1) version of SB 128 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, Zorn, Moss, Polehanki, and Wojno. Nays: None The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Lauwers to adopt the (S-1) version of SB 353. The vote was as follows: Yeas: Chair Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, Zorn, Moss, Polehanki, and Wojno. Nays: None The motion prevailed and the (S-1) was adopted. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 353 and SB 354: Norm Hess, Michigan Association of Local Public Health – Opposition Micah Babcock, Small Business Association of Michigan – Support Mason Doerr and Scott Ellis, Michigan Licensed Beverage Association – Support Ashley Steffen, Michigan Department of Agriculture and Rural Development – Opposition The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 354: Meghann Keit, Michigan Association of Counties – Opposition The Chair entertained a motion by Sen. Theis to report the (S-1) version of SB 353 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, and Zorn. Nays: None Pass: Sen.(s) Moss, Polehanki, and Wojno. The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Zorn to report SB 354 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, and Zorn. Nays: None Pass: Sen.(s) Moss, Polehanki, and Wojno. The motion prevailed and the bill was reported. There being no further business before the committee, the Chair moved to adjourn the committee.
