BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7946 FAX: (517) 373-2678 COMMITTEE MEETING MINUTES April 28, 2021 A meeting of the Senate Committee on Appropriations was scheduled for Wednesday, April 28, 2021, at 2:00 p.m., in the Senate Hearing Room of the Boji Tower. The agenda summary is as follows: 1. Reported SB 36 (S-2) (Sen. Stamas) with recommendation and immediate effect. 2. Reported SB 216 (Sen. Stamas) with recommendation and immediate effect. 3. Reported SB 394 (Sen. Schmidt) with recommendation and immediate effect. The Chairman called the meeting to order at 2:00 p.m. He instructed the Clerk to call the roll. At that time, the following members were present; Chairman Stamas, Sen.(s) Bumstead, Schmidt, Barrett, Bizon, Daley, LaSata, MacDonald, Nesbitt, Outman, Runestad, Victory, Hertel, Irwin, Santana, McCann, and Bayer, a quorum was present. The Chairman made a motion, supported by Sen. Bumstead, to excuse absent members from the committee meeting. Without objection, Sen. Hollier was excused. The Chairman entertained a motion by Sen. Schmidt, supported by Sen. Daley, to adopt the committee meeting minutes from March 24, 2021. Without objection, the minutes were adopted. The Chairman summarized SB 36 & the (S-2) version for the committee. The Chairman entertained a motion by Sen. Outman, supported by Sen. Victory, to adopt the (S-2) version to SB 36. The vote was as follows: Yeas: Chairman Stamas, Sen.(s) Bumstead, Schmidt, Barrett, Bizon, Daley, LaSata, MacDonald, Nesbitt, Outman, Runestad, Victory, Hertel, Irwin, Santana, McCann, and Bayer Nays: None The bill substitute was adopted. The Chairman entertained a motion by Sen. Daley, supported by Sen. LaSata, to report SB 36 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chairman Stamas, Sen.(s) Bumstead, Schmidt, Barrett, Bizon, Daley, LaSata, MacDonald, Nesbitt, Outman, Runestad, Victory, Hertel, Irwin, Santana, McCann, and Bayer Nays: None The bill was reported. The Chairman entertained a motion by Sen. Nesbitt, supported by Sen. Bizon, to recommend immediate effect for SB 36. Without objection, immediate effect was recommended. Next, the Chairman summarized SB 216 and the (S-1) version for the committee. Page 1 of 2 The Chairman invited Sen. Irwin to summarize amendment #1 to the (S-1) version of SB 216. The Chairman entertained a motion by Sen. Irwin, supported by Sen. Schmidt, to adopt the Irwin amendment #1 to the (S-1) version to SB 216. The Chairman entertained a motion by Sen. Schmidt, supported by Sen. Daley, to adopt the (S-1) version, as amended, to SB 216. Daley, to report SB 394 to the floor with recommendation that it pass. The Chairman entertained a motion by Sen. Victory, supported by Sen. Runestad to recommend immediate effect for SB 394. Without objection, immediate effect was recommended. The Chairman entertained a motion by Sen. Bumstead, supported by Sen. Hertel, to adjourn the committee.
