BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-3543 FAX: (517) 373-0927 COMMITTEE MEETING MINUTES April 29, 2021 A meeting of the Senate Committee on Local Government was scheduled for Thursday, April 29, 2021 at 2:00 p.m., in room 403 of the Capitol Building. The agenda summary is as follows: 1. Reported SB 242 (Sen. McBroom) with recommendation. 2. Reported SB 245 (Sen. Moss) with recommendation. 3. Testimony regarding SB 258 (Sen. VanderWall). 4. Testimony regarding SB 259 (Sen. Santana). The Chair called the meeting to order at 2:32 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Zorn, Sen.(s) Johnson, Daley, Alexander and Moss, a quorum was present. The Chair entertained a motion by Sen. Daley to adopt the meeting minutes from January 28, 2021. Without objection, the minutes were adopted. The Chair brought up SB 242 and invited Sen. McBroom to summarize the bill. The Chair brought up SB 245 and invited Sen. Moss to summarize the bill. The Chair invited the following individuals to present testimony regarding SB's 242 and 245: Joe Stevens, Dickinson County Commissioner – Support Jim Storey, Allegan County Commissioner, Michigan Association of Counties - Support The Chair entertained a motion by Sen. Daley to report SB 242 to the floor with the recommendation that it pass. The vote was as follows: Yeas: Chair Zorn, Sen.(s) Johnson, Daley, Alexander and Moss Nays: None The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Moss to report SB 245 to the floor with the recommendation that it pass. The vote was as follows: Yeas: Chair Zorn, Sen.(s) Johnson, Daley, Alexander and Moss Nays: None The motion prevailed and the bill was reported. The Chair brought up SB's 258 and 259, and invited Sen. VanderWall to summarize the bills. The Chair invited the following individuals to present testimony regarding SB's 258 and 259: Brad Thompson, Detroit Legal News – Support Julie Stafford, Michigan Press Association, The Greenville Daily News – Support Jen Rigterink, Michigan Municipal League – No Position Judy Allen, Michigan Townships Association – No Position Deena Bosworth, Michigan Association of Counties – No Position The cards were read of those individuals not wishing to testify regarding SB's 258 and 259: Tonda Rush, National Newspaper Association – Support Lisa McGraw, Michigan Press Association – Support Richard Karpel, Public Notice Resource Center - Support There being no further business before the committee, the Chair moved to adjourn the committee.
