BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1777 FAX: (517) 373-5871 COMMITTEE MEETING MINUTES April 29, 2021 A meeting of the Senate Committee on Agriculture was scheduled for Thursday, April 29, 2021, at 3:30 p.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding SB 396 (Sen. Lauwers), SB 397 (Sen. Ananich), SB 398 (Sen. Hertel) and SB 399 (Sen. Ananich). The Chair called the meeting to order at 3:32 p.m.. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Daley, Sen.(s) Victory, Lauwers and Brinks, a quorum was present. The Chair entertained a motion by Sen. Victory to adopt the meeting minutes from March 4, 2021. Without objection, the minutes were adopted. The Chair invited Sen.(s) Ananich and Lauwers to summarize SB 396, SB 397, SB 398 and SB 399: The Chair invited the following individuals to present testimony regarding SB 396, SB 397, SB 398 and SB 399: Brad Boyd, Michigan Horse Breeder – Support Crystal Terrell, Michigan Harness Horsemen Association – Support Mike Carlo, Northville Downs – Support Patrick Neely, Exacta Systems – Support The following testimony was submitted to the committee regarding SB 396, SB 397, SB 398 and SB 399: Beatrice Friedlander, Attorneys For Animals – Opposed Karen Mouradjian – Opposed The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 396, SB 397, SB 398 and SB 399: Brendan Ringlever, Huron Band of Potawotomi – Opposed Tyron Sanders, MM Grand Detroit – Opposed Whitney Gravelle, Bay Mills Indian Community – Opposed Matt Breslin, Greektown Casino – Opposed Scott Breslin, Saginaw Chippewa Indian Tribe – Opposed Nelson Clemons, AmWest Entertainment – Support Page 1 of 2 Kenneth Cole, City of Detroit – Opposed Bruce Dall, Motor City Casino – Opposed Jason Uelman, HBPA – Support The Chair entertained a motion by Sen. Victory to excuse absent members from the meeting. Without objection, Sen. Polehanki was excused from the meeting. There being no further business before the committee, the Chair moved to adjourn the committee.
