At that time, the following members were present; Chairman Stamas, Sen.(s) Bumstead, Barrett, Bizon, LaSata, MacDonald, Outman, Runestad, Schmidt, Victory, Daley, Hertel, Bayer, Irwin, McCann, and Santana, a quorum was present. The Chairman made a motion, supported by Sen. Bumstead, to excuse absent members from the committee meeting. Without objection, Sen.(s) Nesbitt and Hollier were excused. The Chairman entertained a motion by Sen. Bizon, supported by Sen. Victory, to adopt the committee meeting minutes from April 28, 2021. Without objection, the minutes were adopted. The Chairman invited Sen. MacDonald to summarize SB 87. Elizabeth Raczkowski, of the Senate Fiscal Agency, was available to help answer questions. Next, the Chairman invited Sen.
