BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1777 FAX: (517) 373-5871 COMMITTEE MEETING MINUTES May 13, 2021 A meeting of the Senate Committee on Agriculture was scheduled for Thursday, May 13, 2021, at 8:30 a.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 396 (Sen. Lauwers) with recommendation and immediate effect. 2. Reported SB 397 (Sen. Ananich) with recommendation and immediate effect. 3. Reported SB 398 (Sen. Hertel) with recommendation and immediate effect. 4. Reported SB 399 (Sen. Ananich) with recommendation and immediate effect. The Chair called the meeting to order at 8:30 a.m.. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Daley, Sen.(s) Victory, Lauwers, Polehanki and Brinks, a quorum was present. The Chair entertained a motion by Sen. Victory to adopt the meeting minutes from April 29, 2021. Without objection, the minutes were adopted. The Chair invited the following individuals to present testimony regarding SB 396, SB 397, SB 398 and SB 399: Bee Friedlander, Attorneys for Animals – Opposed Frank A. DiGiacomo, Duane Morris LLP – Opposed Nottawaseppi Huron Band of the Potawatomi (NHBP) – Opposed The Chair read in the cards of those individuals not wishing to testify before the committee regarding SB 396, SB 397, SB 398 and SB 399: Rebecca Park, Michigan Farm Bureau – Support The Chair entertained a motion by Sen. Lauwers to report SB 396 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Daley, Sen.(s) Victory, Lauwers, Polehanki, and Brinks. Nays: None The motion prevailed and the bill was reported. Page 1 of 2 The Chair made a motion to recommend immediate effect for SB 396. Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. Victory to report SB 397 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Daley, Sen.(s) Victory, Lauwers, Polehanki, and Brinks. Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 397. Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. Lauwers to report SB 398 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Daley, Sen.(s) Victory, Lauwers, Polehanki, and Brinks. Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 398. Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. Victory to report SB 399 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Daley, Sen.(s) Victory, Lauwers, Polehanki, and Brinks. Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 399. Without objection, immediate effect was recommended. There being no further business before the committee, the Chair moved to adjourn the committee.
