BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1758 FAX: (517) 373-0938 COMMITTEE MEETING MINUTES May 19, 2021 A meeting of the Senate Committee on Finance was scheduled for Wednesday, May 19, 2021, at 12:00 p.m., in room 403 of the Capitol Building. The agenda summary is as follows: 1. Reported HB 4224 (S-1) (Rep. Lilly) with recommendation and immediate effect. 2. Reported HB 4225 (S-1) (Rep. Anthony) with recommendation and immediate effect. 3. Testimony regarding HB 4288 (Rep. Tisdel). The Chair called the meeting to order at 12:08 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Runestad, Sen.(s) Nesbitt, Daley, Bumstead, VanderWall, Chang, and Alexander a quorum was present. The Chair entertained a motion by Sen. Nesbitt to adopt the meeting minutes from May 12, 2021. Without objection, the minutes were adopted. The Chair brought up the (S-1) versions of HB's 4224 and 4225 and summarize the substitutes. The cards were read of those individuals not wishing to present testimony regarding HB's 4224 and 4225: Matt Patton, Detroit Regional Chamber – Support Alexa Kramer, Grand Rapids Chamber – Support Amy Drumm, Michigan Retailers Association – Support The Chair entertained a motion by Sen. Nesbitt to adopt the (S-1) version of HB 4224. The vote was as follows: Yeas: Chair Runestad, Sen.(s) Nesbitt, Daley, Bumstead, VanderWall, Chang and Alexander Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Nesbitt to report HB 4224 (S-1) to the floor with recommendation that the bill pass. The vote was as follows: Yeas: Chair Runestad, Sen.(s) Nesbitt, Daley, Bumstead, VanderWall, Chang and Alexander Nays: None The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for HB 4224 (S-1). Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. Nesbitt to adopt the (S-1) version of HB 4225. The vote was as follows: Yeas: Chair Runestad, Sen.(s) Nesbitt, Daley, Bumstead, VanderWall, Chang and Alexander Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Nesbitt to report HB 4225 (S-1) to the floor with recommendation that the bill pass. The vote was as follows: Yeas: Chair Runestad, Sen.(s) Nesbitt, Daley, Bumstead, VanderWall, Chang and Alexander Nays: None The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for HB 4225 (S-1). Without objection, immediate effect was recommended. The Chair brought up HB 4288, and invited Rep. Tisdel to summarize the bill. The Chair invited the following individuals to present testimony regarding HB 4288: Brian Reardon, S-Corp Association, (via Zoom) - Support Aaron Keel, Michigan Department of Treasury (via Zoom) – Oppose Charlie Owens, National Federation of Independent Business – Support Dan Papineau, Michigan Chamber - Support The cards were read of those individuals not wishing to present testimony regarding HB 4288: Matt Wesolek, Michigan Association of Independent Insurance Agents – Support Dawn Crandall, Home Builders Association of Michigan – Support Veronica Horn, Saginaw County Chamber – Support Matt Patton, Detroit Regional Chamber – Support John McNamara, Michigan Restaurant / Lodging Association – Support John Lindley, Michigan Association of CPA's – Support Amy Drumm, Michigan Retailers Association – Support Kirstie Sieloff, Traverse Connect – Support Rebecca Park, Michigan Farm Bureau – Support Kirstie Sieloff, Northern Michigan Chamber Alliance – Support Alexa Kramer, Grand Rapids Chamber – Support Micah Babcock, Small Business Association of Michigan - Support There being no further business before the committee, the Chair moved to adjourn the meeting.
