NANCY DEBOER CHAIR COMMITTEE MEETING MINUTES Wednesday, February 4, 2026 10:30 AM Room 327, House Office Building The House Committee on Education and Workforce was called to order by Chair DeBoer. The Chair requested attendance to be called: Present: Reps. DeBoer, Linting, Paquette, Fox, Kunse, St. Germaine, Pavlov, Wilson, Koleszar, Weiss and Byrnes. Absent: None. Excused: None. Representative Linting moved to adopt the meeting minutes from January 28, 2026. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 5310, HB 5311 and HB 5312 before the committee: HB 5310 (Rep. Outman) A bill to amend 1979 PA 94, entitled "The state school aid act of 1979," by amending sections 3, 6, 20, 105, 105c, and 111 (MCL 388.1603, 388.1606, 388.1620, 388.1705, 388.1705c, and 388.1711), sections 3, 6, 20, and 111 as amended by 2025 PA 15 and sections 105 and 105c as amended by 2021 PA 48, and by adding section 105d. HB 5311 (Rep. Liberati) A bill to amend 1976 PA 451, entitled "The revised school code," (MCL 380.1 to 380.1852) by adding section 1812a; and to repeal acts and parts of acts. HB 5312 (Rep. Rigas) A bill to amend 1976 PA 451, entitled "The revised school code," by amending section 1401 (MCL 380.1401). Sean Cotton, representing himself, testified in opposition to HB 5310, HB 5311 and HB 5312. Pete Ochs, representing Grosse Pointe Park, testified in opposition to HB 5310, HB 5311 and HB 5312. Terence Collins, representing himself, testified in opposition to HB 5310, HB 5311 and HB 5312. Max Wiener, representing Grosse Pointe Park, testified in opposition to HB 5310, HB 5311 and HB 5312. Pamela Hornberger, representing herself, testified in opposition to HB 5310, HB 5311 and HB 5312. Annie Monaweck, representing the Calhoun ISD, testified in opposition to HB 5310. Selena Torres-Fossett, a Nevada State Assemblymember, testified in support of HB 5310, HB 5311 and HB 5312. Questions and discussions followed. Jeremy Singer, an assistant professor at the University of Michigan-Flint, gave a presentation on the research behind School of Choice in Michigan. Question and discussion followed. Jude Schwalbach, representing the Reason Foundation, testified with no position on HB 5310. Questions and discussions followed.
