BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1758 FAX: (517) 373-0938 COMMITTEE MEETING MINUTES May 26, 2021 A meeting of the Senate Committee on Finance was scheduled for Wednesday, May 26, 2021, at 12:00 p.m., in room 403 of the Capitol Building. The agenda summary is as follows: 1. Reported SB 393 (S-1) (Sen. Daley) with recommendation. 2. Reported HB 4288 (Rep. Tisdel) with recommendation. 3. Testimony regarding SB 195 (Sen. Nesbitt). 4. Testimony regarding SB 392 (Sen. Bumstead). The Chair called the meeting to order at 12:04 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Runestad, Sen.(s) Nesbitt, Daley, Bumstead, VanderWall, Chang, and Alexander a quorum was present. The Chair entertained a motion by Sen. Nesbitt to adopt the meeting minutes from May 19, 2021. Without objection, the minutes were adopted. The Chair brought up the (S-1) version of SB 393. The Chair entertained a motion by Sen. Daley to adopt the (S-1) version of SB 393. The vote was as follows: Yeas: Chair Runestad, Sen.(s) Nesbitt, Daley, Bumstead, VanderWall, Chang and Alexander Nays: None The motion prevailed and the (S-1) was adopted. The card was read of the individual not wishing to present testimony regarding SB 393: Dan Papineau, Michigan Chamber of Commerce – Support The Chair entertained a motion by Sen. Daley to report SB 393 (S-1) to the floor with recommendation that the bill pass. The vote was as follows: Yeas: Chair Runestad, Sen.(s) Nesbitt, Daley, Bumstead and VanderWall Nays: Sen.(s) Chang and Alexander The motion prevailed and the bill was reported. The Chair brought up HB 4288. Sen. Chang offer an (S-2) version of HB 4288 and summarized the (S-2). The Chair entertained a motion by Sen. Chang to adopt the (S-2) version of HB 4288. The vote was as follows: Yeas: Sen.(s) Chang and Alexander Nays: Chair Runestad, Sen.(s) Nesbitt, Daley, Bumstead and VanderWall The motion failed and the (S-2) was not adopted. The card was read of the individual not wishing to present testimony regarding HB 4288: John Lindley, Michigan Association of CPAS – Support The Chair entertained a motion by Sen. Nesbitt to report HB 4288 to the floor with recommendation that the bill pass. The vote was as follows: Yeas: Chair Runestad, Sen.(s) Nesbitt, Daley, Bumstead and VanderWall Nays: Sen.(s) Chang and Alexander The motion prevailed and the bill was reported. The Chair brought up SB 195 and invited Sen. Nesbitt to summarize the bill. The Chair invited the following individuals to present testimony regarding SB 195: Dan Papineau, Michigan Chamber – Support Paul Connors, Michigan Department of Treasury (via Zoom) - Oppose The cards were read of those individuals not wishing to present testimony regarding SB 195: Meredith Beeson, Global Business Alliance – Support Mike Johnston, Michigan Manufacturing Association – Support The Chair brought up SB 392 and invited Sen. Bumstead to summarize the bill. The cards were read of those individuals not wishing to present testimony regarding SB 392: Mike Johnston, Michigan Manufacturing Association – Support Aaron Keel, Michigan Department of Treasury – Oppose Micah Babcock, Small Business Association of Michigan – Support Rachel Richards, Michigan League for Public Policy – Oppose Dan Papineau, Michigan Chamber - Support Amanda Fisher, National Federation of Independent Business - Support There being no further business before the committee, the Chair moved to adjourn the meeting.
