BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-3447 FAX: (517) 373-5849 COMMITTEE MEETING MINUTES June 2, 2021 A meeting of the Senate Committee on Transportation and Infrastructure was scheduled for Wednesday, June 2, 2021, at 8:30 a.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 429 (S-3) (Sen. Ananich) with recommendation. 2. Reported SB 430 (Sen. Ananich) with recommendation. 3. Reported SB 431 (Sen. Ananich) with recommendation. The Chair called the meeting to order at 8:32 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Geiss, Bullock, and Hollier, a quorum was present. The Chair entertained a motion by Sen. Victory to adopt the meeting minutes from May 26, 2021. Without objection, the minutes were adopted. Sen. Hollier offered an (S-3) version of SB 429. The Chair invited Sen. Hollier to summarize the (S-3) version of SB 429. The Chair invited the following individuals to present testimony regarding SB 429, SB 430, and SB 431: Bill Richardson, Waterloo Township – No Position Alan Cropsey, Citizen – Oppose Tim Hunnicutt, Zero Day Veterans – Oppose Lee Graham, Operating Engineers 324 – Support Barbara Schmid, Sharon Township – Oppose Doug Needham, Michigan Aggregates Association – Support Thomas Grier, Kasson Township – Oppose Nicholas Occhipinti, Michigan League of Conservation Voters – Oppose Sean Hammond, Michigan Environmental Council – Oppose Jen Rigterink, Michigan Municipal League – Oppose Horst Schmidt, Upper Peninsula Environmental Coalition – Oppose Jonathan Byrd, Michigan Laborers Union – Support Page 1 of 3 The Chair invited the following individuals to present testimony regarding SB 429: Robert DePalma, Groveland Township Supervisor – Oppose The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 429, SB 430, and SB 431: Mike Spence, Southeast Michigan Council of Governments – Oppose Tim Minotas, Sierra Club Michigan Chapter – Oppose Lance Binoniemi, MITA – Support Dan Papineau, Michigan Chamber – Support Gordon Smith, Healthy Water Alliance – Oppose The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 431: Jennifer Smith, Michigan Association of School Boards – Oppose Sen. Geiss offered the Geiss Amendment #1 to the (S-3) version of SB 429. The Chair entertained a motion by Sen. Geiss to adopt the Geiss amendment #1 to the (S-3) version of SB 429. The vote was as follows: Yeas: Sen.(s) McBroom, Geiss, and Bullock Nays: Chair Barrett, Sen.(s) LaSata, Victory, Outman, Lauwers, and Hollier The motion failed and the amendment was not adopted. Sen. Geiss offered the Geiss Amendment #2 to the (S-3) version of SB 429. The Chair entertained a motion by Sen. Geiss to adopt the Geiss amendment #2 to the (S-3) version of SB 429. The vote was as follows: Yeas: Sen.(s) Geiss, Bullock, and Hollier Nays: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, and Lauwers The motion failed and the amendment was not adopted. The Chair entertained a motion by Sen. Hollier to adopt the (S-3) version of SB 429. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Geiss, Bullock, and Hollier Nays: None The motion prevailed and the (S-3) was adopted. The Chair entertained a motion by Sen. Hollier to report the (S-3) version of SB 429 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, Victory, Outman, Lauwers, Bullock, and Hollier Nays: None Pass: Sen.(s) McBroom and Geiss The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. LaSata to report SB 430 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, Victory, Outman, Lauwers, Bullock, and Hollier Nays: None Pass: Sen.(s) McBroom and Geiss The motion prevailed and the bill was reported. There being no further business before the committee, the Chair moved to adjourn the committee.
