BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1760 FAX: (517) 373-3487 COMMITTEE MEETING MINUTES June 3, 2021 A meeting of the Senate Committee on Economic and Small Business Development was scheduled for Thursday, June 3, 2021, at 12:00 noon, in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding HB 4641 (Rep. Marino). 2. Testimony regarding HB 4382 (Rep. Mueller). 3. Reported HB 4501 (Rep. Beson) with recommendation and immediate effect. 4. Reported SR 59 (Sen. MacDonald) with recommendation. 5. Testimony regarding SB 445 (Sen. Irwin). 6. Testimony regarding SB 501 (Sen. Horn). The Chair called the meeting to order at 12:05 p.m.. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Horn, Sen.(s) VanderWall, Lauwers, Schmidt, LaSata, MacDonald, McMorrow, Geiss and Moss, a quorum was present. The Chair entertained a motion by Sen. MacDonald to adopt the meeting minutes from May 20, 2021. Without objection, the minutes were adopted. The Chairman invited Representative Beson to summarize HB 4501. The Chairman invited Representative Mueller to summarize HB 4382. The Chairman invited Representative Marino to summarize HB 4641. The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4501: Wendy Block, Michigan Chamber of Commerce – Support Linda Bullard, private citizen – Support Amanda Fisher, NFIB – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4641: Aaron Keel, Michigan Treasury – Neutral Page 1 of 2 The Chair entertained a motion by Sen. VanderWall to report HB 4501 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Horn, Sen.(s) VanderWall, Lauwers, Schmidt, LaSata, and MacDonald. Nays: Sen.(s) McMorrow, Geiss, and Moss. The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 4501. Without objection, immediate effect was recommended. The Chairman invited Sen. MacDonald to summarize Senate Resolution 59. The Chair entertained a motion by Sen. LaSata to report SR 59 to the floor with recommendation that it be adopted. The vote was as follows: Yeas: Chair Horn, Sen.(s) VanderWall, Lauwers, Schmidt, LaSata, and MacDonald. Nays: Sen.(s) McMorrow, Geiss, and Moss. The motion prevailed and the resolution was reported. The Chairman invited Senator Irwin to summarize SB 445. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 445: Lisa Ruby, Michigan Poverty Law Program – Support Bill Flory, Michigan Association for Justice – Support The Chairman summarized Senate Bill 501. The Chair invited the following individuals to present testimony regarding SB 501: Rachel Kohl, Michigan Association for Justice – Opposed Stephanie Glidden, Unemployment Insurance Agency – Neutral Jennifer Llewellyn, Michigan Works – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 501: Mark Risk, Attorney – Opposed Kevin Stutts, Talent 2025 – Support Andy Johnston, Grand Rapids Chamber of Commerce – Support There being no further business before the committee, the Chair moved to adjourn the committee.
