BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-6920 FAX: (517) 373-2751 COMMITTEE MEETING MINUTES June 3, 2021 A meeting of the Senate Committee on Judiciary and Public Safety was scheduled for Thursday, June 3, 2021, at 8:30 a.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follow: 1. Testimony regarding SB 473 (Sen. Victory). 2. Testimony regarding SB 474 (Sen. Moss). 3. Testimony regarding SB 475 (Sen. Horn). 4. Testimony regarding SB 476 (Sen. Ananich). 5. Testimony regarding SB 477 (Sen. Hollier). 6. Testimony regarding SB 478 (Sen. Runestad). 7. Testimony regarding SB 479 (Sen. Geiss). 8. Testimony regarding SB 480 (Sen. Johnson). 9. Testimony regarding SB 481 (Sen. Chang). 10. Testimony regarding SB 482 (Sen. Irwin). 11. Testimony regarding SB 483 (Sen. MacDonald). 12. Testimony regarding SB 484 (Sen. Bullock). 13. Testimony regarding SB 375 (Sen. Santana). The Chair called the meeting to order at 8:30 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Victory, Sen.(s) VanderWall, Barrett, Johnson, Runestad, Chang and Irwin, a quorum was present. The Chair entertained a motion by Sen. VanderWall to adopt the meeting minutes from May 27, 2021. Without objection, the minutes were adopted. The Chair brought up SB's 473 – 484, SB 375, and made opening remarks to the committee. The Chair invited Sen. Geiss to summarize SB 479 for the committee. Member questions followed. The Chair invited Sen. Johnson to summarize SB 480. Member questions followed. The Chair invited Sen. Chang to summarize SB 481. Member questions followed. The Chair invited Sen. Irwin to summarize SB 482. Member questions followed. The Chair summarize SB 483 for Sen. McDonald. The Chair invited Sen. Bullock to summarize SB 484. Member questions followed. The Chair invited Sen. Santana to summarize SB 375. Member questions followed. The Chair invited the following individuals to present testimony via Zoom regarding SB's 473-483 and SB 375: Theodore Nelson, Law Enforcement Action Partnership – Support DeRay McKesson, Campaign Zero – Support Julie Hurwitz, Goodman and Hurwitz – Support The cards were read of those individuals not wishing to present testimony regarding SB's 473-483 and SB 375: Shelli Weisberg, ACLU Michigan - Support Herasanna Richards, Michigan Municipal League – Support SB 375 Meghann Keit, Michigan Association of Counties – Support SB 375 Ray Sholtz, Michigan Corrections Organization – Oppose SB 477 Due to senate session the following individual was unable to testify regarding SB's 473 – 483 and SB 375: Madeline Buckler, FREED Peoples – Support Cciara Mosella FREED Peoples – Support Ralph Godbee, Triumph Church – Support Teferi Brent Dignity of Detroit – Support Parry Woods, Dignity of Detroit - support Ryder Rodriguez, Self – Support SB 483 Ryder Rodriguez, Self – Oppose SB 473-482 and SB 484 The Chair moved to adjourn the committee.
