BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7946 FAX: (517) 373-2678 COMMITTEE MEETING MINUTES June 9, 2021 A meeting of the Senate Committee on Appropriations was scheduled for Wednesday, June 9, 2021, at 2:00 p.m., in the Harry T. Gast Room of the Capitol Building. The agenda summary is as follows: 1. Adopted Legislative Transfer Request 2021-2. 2. Adopted Legislative Transfer Request 2021-3. 3. Adopted Legislative Transfer Request 2021-4. 4. Reported SB 99 (Sen. Bayer) with recommendation and immediate effect. 5. Presentation by Michigan Future Inc. regarding income in Michigan. The Chairman called the meeting to order at 2:00 p.m. He instructed the Clerk to call the roll. At that time, the following members were present; Chairman Stamas, Sen.(s) Bumstead, Schmidt, Bizon, Daley, LaSata, MacDonald, Outman, Victory, Hertel, Hollier, Irwin, Santana, McCann, and Bayer, a quorum was present. The Chairman made a motion, supported by Sen. Bumstead, to excuse the committee members absent from the meeting. Without objection, Sen. Barrett was excused from the meeting. The Chairman entertained a motion by Sen. Hertel, supported by Sen. Bizon, to adopt the committee meeting minutes from May 4, 2021. Without objection, the minutes were adopted. The Chairman invited Senate Fiscal Agency Director, Chris Harkins, to summarize the legislative transfer requests for the committee. The Chairman recessed the committee for a brief moment for members to arrive. With Sen.(s) Nesbitt and Runestad now in attendance, the Chairman called the committee back to order. The Chairman entertained a motion by Sen. Hertel, which he supported, to adopt the Legislative Transfer Request, 2021-2. The vote was as follows: Yeas: Chairman Stamas, Sen.(s) Bumstead, Schmidt, Bizon, Daley, LaSata, MacDonald, Nesbitt, Outman, Runestad, Victory, Hertel, Hollier, Irwin, Santana, McCann, and Bayer Nays: None The Legislative Transfer Request was adopted. The Chairman entertained a motion by Sen. Daley, supported by Sen. MacDonald, to adopt the Legislative Transfer Request, 2021-3. The vote was as follows: Yeas: Chairman Stamas, Sen.(s) Bumstead, Schmidt, Bizon, Daley, LaSata, MacDonald, Nesbitt, Outman, Runestad, Victory, Hertel, Hollier, Irwin, Santana, McCann, and Bayer Nays: None Page 1 of 2 The Legislative Transfer Request was adopted. The Chairman entertained a motion by Sen. LaSata, supported by Sen. Outman, to adopt the Legislative Transfer Request, 2021-4. The vote was as follows: Yeas: Chairman Stamas, Sen.(s) Bumstead, Schmidt, Bizon, Daley, LaSata, MacDonald, Nesbitt, Outman, Runestad, Victory, Hertel, Hollier, Irwin, Santana, McCann, and Bayer Nays: None The Legislative Transfer Request was adopted. Next, the Chairman placed SB 99 (Sen. Bayer) before the committee. The following individuals submitted cards not wishing to testify regarding SB 99: Ryan Fewins-Bliss, Michigan Access Network – Support The Chairman entertained a motion by Sen. Bayer, which he supported, to report SB 99 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chairman Stamas, Sen.(s) Bumstead, Schmidt, Bizon, Daley, LaSata, MacDonald, Nesbitt, Outman, Runestad, Victory, Hertel, Hollier, Irwin, Santana, McCann, and Bayer Nays: None The bill was reported. The Chairman entertained a motion by Sen. Schmidt, supported by Sen. Victory, to recommend immediate effect for SB 99. Without objection, immediate effect was recommended. Next, the Chairman invited the following individuals to present testimony regarding income in Michigan: Lou Glazer, President, Michigan Future, Inc. Don Grimes, Senior Research Specialist, University of Michigan’s Institute for Research On Labor, Employment, and the Economy (Consultant to Michigan Future) Kathy Wilbur, Executive Vice President for Government and External Relations, Michigan State University (Board Chair of Michigan Future). The Chairman entertained a motion by Sen. Irwin, supported by Sen. Bizon, to adjourn the committee.
