- HOUSE OF REPRESENTATIVES COMMITTEE ON NATURAL RESOURCES AND TOURISM REP. DAVID MARTIN CHAIR COMMITTEE MEETING MINUTES Wednesday, February 4, 2026 Noon. Room 519, House Office Building The House Committee on Natural Resources and Tourism was called to order by Chair Martin. The Chair requested attendance to be called: Present: Reps. Martin, St. Germaine, VanderWall, Outman, Hoadley, Johnsen, Prestin, Bohnak, Fairbairn, McFall, Weiss, Arbit, Foreman, Myers-Phillips and Wooden. Absent: Reps. Wortz and Scott. Excused: Reps. Wortz and Scott. Representative Bohnak moved to adopt the meeting minutes from January 28, 2026. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 5317 before the committee: HB 5317 (Rep. Cavitt) A bill to amend 1965 PA 261, entitled "An act to authorize the creation and to prescribe the powers and duties of county and regional parks and recreation commissions; and to prescribe the powers and duties of county boards of commissioners with respect to county and regional parks and recreation commissions," by amending section 1 (MCL 46.351), as amended by 2006 PA 588. Representative Hoadley moved to report out HB 5317 with recommendation. The motion prevailed 14-0-0: FAVORABLE ROLL CALL Yeas: Reps. Martin, St. Germaine, VanderWall, Outman, Hoadley, Johnsen, Prestin, Bohnak, Fairbairn, McFall, Arbit, Foreman, Myers-Phillips and Wooden. Nays: None. Pass: None. The Chair laid HB 5430 before the committee: HB 5430 (Rep. Smit) A bill to amend 1978 PA 368, entitled "Public health code," by amending section 12501 (MCL 333.12501), as amended by 2004 PA 408, and by adding section 12510a. Representative Smit testified in support of HB 5430. Questions and discussion followed. Jeff Sweitzer, the Park President of Sandy Pines Recreational Community, testified in support of HB 5430. Questions and discussions followed. John Lindley, the President and CEO of the Michigan Manufactured Housing, RV and Campground Association, testified in support of HB 5430. Questions and discussions followed. Dylan Gebhard and Eric Oswald, representing the Michigan Department of Environment, Great Lakes, and Energy, testified with no position on HB 5430. Questions and discussions followed. The following person submitted a card in support of HB 5430, but did not wish to speak: Nick Cook, representing the Michigan Coalition Against Homelessness. The Chair laid before the committee a presentation from the Michigan Department of Natural Resources with an update from the Forestry Division. Amanda Arnold, Chris Stark, and Jason Stevens, representing the Michigan Department of Natural Resources, gave a presentation updating the committee on the recovery efforts from the 2025 Ice Storm. Questions and discussion followed. Representative Bohnak moved to excuse Representatives Wortz and Scott from the meeting. There being no objection the motion prevailed by unanimous consent.
