BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-2420 FAX: (517) 373-2764 COMMITTEE MEETING MINUTES June 16, 2021 A meeting of the Senate Committee on Education and Career Readiness was scheduled for Wednesday, June 16, 2021, at 2:30 p.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported HB 4055 (Rep. Anthony) with recommendation and immediate effect. 2. Reported HB 4056 (Rep. VanSingel) with recommendation and immediate effect. 3. Testimony regarding HB 4945 (Rep. Hornberger). The Chair called the meeting to order at 2:33 p.m.. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Theis, Sen.(s) Horn, Runestad, Daley, Polehanki and Geiss, a quorum was present. The Chair entertained a motion by Sen. Horn to adopt the meeting minutes from June 8, 2021. Without objection, the minutes were adopted. The Chair invited the following individuals to present testimony regarding HB 4055 and HB 4056: Rep. Sarah Anthony – Support Rob Winkelman, The Office of Rep. Scott VanSingel – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4055 and HB 4056: Aaron Keel, Michigan Department of Treasury – Support Paul Stankewitz, Michigan Catholic Conference – Support Brian Gutman, Education Trust Midwest – Support At 2:43 p.m., the Chair recessed the committee. At 2:44 p.m., the Chair reconvened the committee. The Chair entertained a motion by Sen. Geiss to report HB 4055 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Theis, Sen.(s) Horn, Runestad, Daley, Polehanki, and Geiss. Nays: None Page 1 of 2 The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 4055. Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. Polehanki to report HB 4056 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Theis, Sen.(s) Horn, Runestad, Daley, Polehanki, and Geiss. Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 4056. Without objection, immediate effect was recommended. The Chair invited the following individuals to present testimony regarding HB 4945: Sonny Koch, The Office of Rep. Pamela Hornberger – Support Zakia Gibson, Highland Park Public Schools – Support Nick Kavach and Curtis Smith, ACE Academy – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4945: Kari Klinski, Association of Accredited Child and Family Agencies – Support Jake German, Dunaskiss Consulting – Support Rep. Andrea Schroeder – Support Beth DeShone, Great Lakes Education Project – Support There being no further business before the committee, the Chair moved to adjourn the committee.
