BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-3447 FAX: (517) 373-5849 COMMITTEE MEETING MINUTES July 15, 2021 A meeting of the Senate Committee on Transportation and Infrastructure was scheduled for Thursday, July 15, 2021, at 9:00 a.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported HB 4980 (Rep. VanSingel) with recommendation and immediate effect. 2. Reported HB 4735 (S-1) (Rep. Filler) with recommendation and immediate effect. The Chair called the meeting to order at 9:01 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Geiss, Bullock, and Hollier, a quorum was present. The Chair entertained a motion by Sen. Victory to adopt the meeting minutes from June 23, 2021. Without objection, the minutes were adopted. The Chair invited Rob Winkelman, of Rep. VanSingel's office, to summarize HB 4980. The Chair invited the following individuals to present testimony regarding HB 4980: Dave Martel, Silver Lake Rec Area – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4980: Craig Brunet, Michigan Department of Natural Resources – Neutral Karen Middendorp, Michigan Snowmobile and ORV Association – Support The Chair entertained a motion by Sen. Victory to report HB 4980 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Bullock, and Hollier Nays: None Pass: Sen. Geiss The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 4980. Without objection, immediate effect was recommended. Page 1 of 2 The Chair summarized HB 4735. The Chair offered, and summarized, an (S-1) version of HB 4735. The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4735: Troy Hagon, Michigan Department of Transportation – Neutral The Chair entertained a motion by Sen. LaSata to adopt the (S-1) version of HB 4735. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Geiss, Bullock, and Hollier Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. LaSata to report the (S-1) version of HB 4735 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Bullock, and Hollier Nays: None Pass: Sen. Geiss The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 4735 (S-1). Without objection, immediate effect was recommended. There being no further business before the committee, the Chair moved to adjourn the committee.
