BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-0793 FAX: (517) 373-5607 COMMITTEE MEETING MINUTES September 14, 2021 A meeting of the Senate Committee on Regulatory Reform was scheduled for Tuesday, September 14, 2021, at 3:00 p.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding HB 4256 (Rep. Brann). 2. Reported HB 4431 (S-3) (Rep. Hertel) with recommendation and immediate effect. 3. Reported SB 564 (Sen. MacDonald) with recommendation. 4. Testimony regarding HB 4295 (Rep. Alexander). 5. Testimony regarding HB 4557 (Rep. Wendzel), HB 4558 (Rep. Glenn), HB 4559 (Rep. Fink), HB 4560 (Rep. Griffin) and HB 4561 (Rep. Roth). The Chair called the meeting to order at 3:02 p.m.. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, Zorn, Moss, Polehanki and Wojno, a quorum was present. The Chair entertained a motion by Sen. VanderWall to adopt the meeting minutes from August 31, 2021. Without objection, the minutes were adopted. The Chair invited the following individuals to present testimony regarding HB 4256: Rep. Tommy Brann – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4256: Ann Griffin, State Bar of Michigan - Animal Law Section – Support Bee Friedlander, Attorneys for Animals – Support Sherri Boyd, The ARC MI – Support The Chair entertained a motion by Sen. Theis to adopt the (S-3) version of HB 4431. The vote was as follows: Yeas: Chair Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, Zorn, Moss, Polehanki, and Wojno. Nays: None The motion prevailed and the (S-3) was adopted. Page 1 of 2 The Chair entertained a motion by Sen. Theis to report the (S-3) version of HB 4431 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, Zorn, Moss, Polehanki, and Wojno. Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 4431. Without objection, immediate effect was recommended. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 564: Jasmine Tompkins, Michigan Gaming Control Board – Opposition The Chair entertained a motion by Sen. Theis to report SB 564 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, and Zorn. Nays: None Pass: Sen.(s) Moss, Polehanki, and Wojno. The motion prevailed and the bill was reported. The Chair invited the following individuals to present testimony regarding HB 4295: Val Vail-Shirey, The office of Rep. Julie Alexander – Support The Chair invited the following individuals to present testimony regarding HB 4557, HB 4558, HB 4559, HB 4560 and HB 4561: Jacob Rushlow, The office of Rep.
