BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7840 FAX: (517) 373-3932 COMMITTEE MEETING MINUTES September 21, 2021 A meeting of the Senate Committee on Oversight was scheduled for Tuesday, September 21, 2021, at 2:00 p.m., in the 1300 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Presentation by Professor Marjorie Sarbaugh-Thompson and Ben Eikey of the Levin Center at Wayne Law. 2. Testimony regarding SB 633 (Sen. McBroom). The Chair called the meeting to order at 2:01 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair McBroom, Sen.(s) Theis, Bizon and Irwin, a quorum was present. Chair McBroom invited the committee to recite the Pledge of Allegiance. Chair McBroom entertained a motion by Sen. Theis to adopt the meeting minutes from June 23, 2021. Without objection, the minutes were adopted. The Chair invited Professor Sarbaugh-Thompson & Ben Eikey of the Levin Center to give the committee a presentation entitled: Enhancing Contract Oversight in Michigan – Lessons and Best Practices from Across the United States. Member questions and discussion followed. The committee went at ease from 2:30 p.m. to 2:32 p.m. Chair McBroom invited Vice Chair Theis to chair the committee while he summarized SB 633 for the committee. Member questions and discussion followed. The Chair invited Katie Abraham, Executive Director of the Michigan Municipal Electric Association and Dave Koster, the General Manager of Holland Board of Public Works and the Chairman of the Michigan Public Power Agency to testify in support of SB 633. Member questions and discussion followed.. The Chair read the card of the individual not wishing to testify before the committee regarding SB 633: Brett Marr, Michigan Association of Ambulance Services - Support There being no further business before the committee, Chair McBroom entertained a motion by Sen. Theis to adjourn the committee at 2:53 p.m. Without objection, the committee was adjourned. Date Adopted by the Committee: 09/28/2021
