BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7840 FAX: (517) 373-3932 COMMITTEE MEETING MINUTES September 28, 2021 A meeting of the Senate Committee on Oversight was scheduled for Tuesday, September 28, 2021, at 2:00 p.m., in the 1300 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported HB 4257 (S-1) (Rep. S. Johnson) with recommendation and immediate effect. 2. Testimony regarding HB 4778 (S-1) (Rep. S. Johnson). 3. Reported SB 633 (Sen. McBroom) with recommendation and immediate effect. The Chair called the meeting to order at 2:07 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair McBroom, Sen.(s) Theis, Bizon and Irwin, a quorum was present. Chair McBroom invited the committee to recite the Pledge of Allegiance. Chair McBroom entertained a motion by Sen. Irwin to adopt the meeting minutes from September 21, 2021. Without objection, the minutes were adopted. The Chair offered (S-1) to HB 4257, and invited Rep. Steven Johnson to summarize HB 4257 (S-1). The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4257: Steve Delie, Mackinac Center for Public Policy - Support The Chair entertained a motion by Sen. Bizon to adopt the (S-1) version of HB 4257. The vote was as follows: Yeas: Chair McBroom, Sen.(s) Theis, Bizon and Irwin Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Bizon to report HB 4257 (S-1) to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair McBroom, Sen.(s) Theis, Bizon and Irwin Nays: None The motion prevailed and the bill was reported The Chair moved to recommend immediate effect for HB 4257 (S-1). Without objection, immediate effect was recommended. The Chair brought up HB 4778, offered (S-1) to HB 4778, and invited Rep. Steven Johnson to summarize HB 4778 (S-1). Member questions and discussion followed. The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4778: Steve Delie, Mackinac Center for Public Policy – Support The Chair entertained a motion by Sen. Theis to adopt the (S-1) version of HB 4778. The vote was as follows: Yeas: Chair McBroom, Sen.(s) Theis, Bizon and Irwin Nays: None The motion prevailed and the (S-1) was adopted. The Chair opted to wait for another committee hearing to take a vote on HB 4778 (S-1). The Chair brought up SB 633. Member questions followed. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 633: Katie Abraham, Michigan Municipal Electric Association, Michigan Public Power Agency – Support The Chair entertained a motion by Sen. Irwin to report SB 633 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair McBroom, Sen.(s) Theis, Bizon and Irwin Nays: None The motion prevailed and the bill was reported The Chair moved to recommend immediate effect for SB 633. Without objection, immediate effect was recommended. There being no further business before the committee, Chair McBroom entertained a motion by Sen.
