BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-0793 FAX: (517) 373-5607 COMMITTEE MEETING MINUTES September 28, 2021 A meeting of the Senate Committee on Regulatory Reform was scheduled for Tuesday, September 28, 2021, at 3:00 p.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding HB 4780 (Rep. Mueller), HB 4781 (Rep. Fink), HB 4782 (Rep. Sneller) and HB 4783 (Rep. Carter). 2. Reported HB 4295 (S-1) (Rep. Alexander) with recommendation and immediate effect. 3. Testimony regarding HB 4207 (Rep. Roth). The Chair called the meeting to order at 3:00 p.m. The Chair instructed the Clerk to call the roll. At that time, the following members were present: Chair Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, Zorn, Moss, Polehanki and Wojno, a quorum was present. The Chair entertained a motion by Sen. VanderWall to adopt the meeting minutes from September 14, 2021. Without objection, the minutes were adopted. The Chair invited the following individuals to present testimony regarding HB 4780, HB 4781, HB 4782 and HB 4783: Mat Wroby, The office of Rep. Mike Mueller – Support Derek Bajema, Michigan Soft Drink Association – Support Sean Hammond, Michigan Environmental Council – Support The Chair read the cards of those individuals not wishing to present testimony regarding HB 4780, HB 4781, HB 4782 and HB 4783: Nick Occhipinti, Michigan League of Conservation Voters – Support Caroline Liethen, Michigan Manufacturers Association – Support Mike Alaimo, Michigan Chamber of Commerce – Support Bill Black, Michigan Teamsters – Support Tom Emmerich, Schupant and Sons, Inc. – Support Nick Kronsbein, UBCR – Support Matt Miner, Midwest Independent Retailers Association – Support Page 1 of 2 Sgt. Chris Gerard, Michigan State Police – Support The Chair read the cards of those individuals not wishing to present testimony regarding HB 4780: Amy Drumm, Michigan Retailers Association – Opposition The Chair made a motion to adopt the (S-1) version of HB 4295. The vote was as follows: Yeas: Chair Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, Zorn, Moss, Polehanki, and Wojno. Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Theis to report the (S-1) version of HB 4295 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Nesbitt, Sen.(s) Theis, Lauwers, VanderWall, Zorn, Moss, Polehanki, and Wojno. Nays: Sen.(s) Johnson. The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 4295. Without objection, immediate effect was recommended. The Chair invited the following individuals to present testimony regarding HB 4295: Derek Sova, Michigan Department of Licensing and Regulatory Affairs / Marijuana Regulatory Agency – Neutral The Chair invited the following individuals to present testimony regarding HB 4207: Rep. John Roth – Support Marcel Mayberry, Lansing Barber College – Opposition There being no further business before the committee, the Chair moved to adjourn the committee.
