BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7946 FAX: (517) 373-2678 COMMITTEE MEETING MINUTES September 29, 2021 A meeting of the Senate Committee on Appropriations was scheduled for Wednesday, September 29, 2021, at 2:00 p.m., in the Harry T. Gast Room of the Capitol Building. The agenda summary is as follows: 1. Reported HB 5094 (Rep. Whiteford) with recommendation and immediate effect. 2. Reported HB 4247 (Rep. Koleszar) with recommendation and immediate effect. 3. Testimony regarding HB 4263 (Rep. Paquette), HB 4264 (Rep. Johnson), HB 4265 (Rep. Bollin), and HB 4266 (Rep. Brann). The Chairman called the meeting to order at 2:00 p.m. He instructed the Clerk to call the roll. At that time, the following members were present; Chairman Stamas, Sen.(s) Bumstead, Schmidt, Barrett, Bizon, Daley, LaSata, MacDonald, Nesbitt, Outman, Runestad, Victory, Hertel, Hollier, Irwin, Santana, McCann, and Bayer, a quorum was present. The Chairman entertained a motion by Sen. Hertel, supported by Sen. Bizon, to adopt the committee meeting minutes from June 9, 2021. Without objection, the minutes were adopted. The Chairman invited John Maxwell of the Senate Fiscal Agency to summarize HB 5094 for the committee. Bizon, supported by Sen. Outman, to report SB 5094 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chairman Stamas, Sen.(s) Bumstead, Schmidt, Barrett, Bizon, Daley, LaSata, MacDonald, Nesbitt, Outman, Victory, Hertel, Hollier, Irwin, Santana, McCann, and Bayer, Nays: Sen. Runestad The bill was reported. The Chairman entertained a motion by Sen. Nesbitt, supported by Sen. Daley, to recommend immediate effect for SB 5094. Without objection, immediate effect was recommended. Next, the Chairman brought HB 4247 before the committee. The following individuals submitted cards not wishing to testify regarding HB 5094: Kyle Svoboola, Michigan Fire Inspectors Society- Support Don Bigger, Michigan Fire Service Instructors Association – Support Bob Murphy, Michigan Association of State Universities – Support Tom Gehart, Detroit Firefighters Association – Support Mike Sauger, Michigan Fraternal Order of Police – Support Michael McLeer, Michigan State Firemen's Association – Support Makr Docherty, Michigan Professional Firefighter's Association – Support The Chairman entertained a motion by Sen. The Chairman entertained a motion by Sen. Barrett, supported by Sen. Victory, to recommend immediate effect for SB 4247. Without objection, immediate effect was recommended. Next, the Chairman invited Laurel Cummings, of Rep. Albert's office, Anthony Estell, of the Office of Retirement Services, and Ryan Frost, of the REASON foundation, to summarize HB 4263 – HB 4266 for the committee. The following individuals submitted cards not wishing to testify regarding HB 4263 – HB 4266 : Eric Hoppstock, Berrien RESA – Support Gerg George, Mackinac Center – Support The Chairman welcomed Rep. Albert to the committee, and recessed the committee for a brief moment to recognize Laurel Cummings on her departure from Rep. Albert's office. The Chairman entertained a motion by Sen.
