BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1760 FAX: (517) 373-3487 COMMITTEE MEETING MINUTES September 30, 2021 A meeting of the Senate Committee on Economic and Small Business Development was scheduled for Thursday, September 30, 2021, at 12:00 noon, in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported HB 4712 (Rep. Berman) with recommendation and immediate effect. 2. Testimony regarding SB 562 (Sen. Victory). 3. Testimony regarding SB 615 (Sen. Horn) and SB 623 (Sen. Horn). The Chair called the meeting to order at 12:01 p.m.. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Horn, Sen.(s) VanderWall, Lauwers, Schmidt, LaSata, MacDonald, McMorrow, Geiss and Moss, a quorum was present. The Chair entertained a motion by Sen. VanderWall to adopt the meeting minutes from September 15, 2021. Without objection, the minutes were adopted. The Chair invited the following individuals to present testimony regarding HB 4712: Joel Meng, Office of State Representative Berman - Support Chris Salata, Chief Operating Officer, Industrial Commercial Properties – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4712: Greg Bird, MEDC– Neutral James Hohman, Mackinac Center for Public Policy – Opposed The Chair entertained a motion by Sen. VanderWall to report HB 4712 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Horn, Sen.(s) VanderWall, Lauwers, Schmidt, LaSata, MacDonald, McMorrow, Geiss, and Moss. Nays: None The motion prevailed and the bill was reported. Page 1 of 2 The Chair made a motion to recommend immediate effect for HB 4712. Without objection, immediate effect was recommended. The Chair invited Senator Victory to summarize SB 562.
