BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7946 FAX: (517) 373-2678 COMMITTEE MEETING MINUTES October 13, 2021 A meeting of the Senate Committee on Appropriations was scheduled for Wednesday, October 13, 2021, at 2:00 p.m., in the Harry T. Gast Room of the Capitol Building. The agenda summary is as follows: 1. Reported HB 5003 (Rep. Thanedar) with recommendation and immediate effect. 2. Reported SB 686 (Sen. McCann) with recommendation and immediate effect. 3. Reported SB 627 (S-1) (Sen. LaSata) with recommendation and immediate effect. 4. Reported SB 628 (Sen. LaSata) with recommendation and immediate effect. The Chairman called the meeting to order at 2:00 p.m. He instructed the Clerk to call the roll. At that time, the following members were present; Chairman Stamas, Sen.(s) Bumstead, Schmidt, Barrett, Bizon, Daley, LaSata, MacDonald, Nesbitt, Outman, Runestad, Victory, Hertel, Hollier, Irwin, Santana, McCann, and Bayer, a quorum was present. The Chairman entertained a motion by Sen. Schmidt, supported by Sen. Outman, to adopt the committee meeting minutes from September 29, 2021. Without objection, the minutes were adopted. The Chairman invited Ben Dawson, of the Senate Fiscal Agency, to summarize HB 5003 & SB 686 for the committee. The following individuals submitted cards not wishing to testify regarding HB 5003: Mike Compagnoni, Michigan Section of the American Waterworks Association - Support Mike Compagnoni, Michigan water Environment Association – Support Travis Boeskool, Michigan Department of Great Lakes and Energy – Support The Chairman entertained a motion by Sen. Bumstead, supported by Sen. McCann, to report HB 5003 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chairman Stamas, Sen.(s) Bumstead, Schmidt, Barrett, Bizon, Daley, LaSata, MacDonald, Nesbitt, Outman, Runestad, Victory, Hertel, Hollier, Irwin, Santana, McCann, and Bayer, Nays: None The bill was reported. The Chairman entertained a motion by Sen. Schmidt, supported by Sen. Victory, to recommend immediate effect for HB 5003. Without objection, immediate effect was recommended. The following individuals submitted cards not wishing to testify regarding SB 686: Travis Boeskool, Michigan Department of Great Lakes and Energy – Support Page 1 of 2 The Chairman entertained a motion by Sen. Bayer, supported by Sen. Bumstead, to report SB 686 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chairman Stamas, Sen.(s) Bumstead, Schmidt, Barrett, Bizon, Daley, LaSata, MacDonald, Nesbitt, Outman, Runestad, Victory, Hertel, Hollier, Irwin, Santana, McCann, and Bayer, Nays: None The bill was reported. The Chairman entertained a motion by Sen. Bizon, supported by Sen. Daley, to recommend immediate effect for SB 686. Without objection, immediate effect was recommended. The Chairman invited Sen. LaSata to summarize SB 627 & SB 628 for the committee. The following individuals submitted cards not wishing to testify regarding SB 627 & SB 628: Jack Owens, Michigan Society of Professional Surveyors – Support The Chairman invited Sen. LaSata to summarize the changes in the (S-1) version of SB 627. The Chairman entertained a motion by Sen. LaSata, supported by Sen. Bizon, to adopt the (S-1) version of SB 627.The vote was as follows: Yeas: Chairman Stamas, Sen.(s) Bumstead, Schmidt, Barrett, Bizon, Daley, LaSata, MacDonald, Nesbitt, Outman, Runestad, Victory, Hertel, Hollier, Irwin, Santana, McCann, and Bayer, Nays: None The substitute was adopted. The Chairman entertained a motion by Sen. LaSata, supported by Sen. Barrett, to report SB 627 (S-1) to the floor with recommendation that it pass. The vote was as follows: Yeas: Chairman Stamas, Sen.(s) Bumstead, Schmidt, Barrett, Bizon, Daley, LaSata, MacDonald, Nesbitt, Outman, Victory, Hertel, Hollier, Irwin, Santana, McCann, and Bayer, Nays: Sen. Runestad The bill was reported. The Chairman entertained a motion by Sen. Outman, supported by Sen. Irwin, to recommend immediate effect for SB 627 (S-1). Without objection, immediate effect was recommended. The Chairman entertained a motion by Sen. Irwin, supported by Sen. LaSata, to report SB 628 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chairman Stamas, Sen.(s) Bumstead, Schmidt, Barrett, Bizon, Daley, LaSata, MacDonald, Nesbitt, Outman, Victory, Hertel, Hollier, Irwin, Santana, McCann, and Bayer, Nays: Sen. Runestad The bill was reported. The Chairman entertained a motion by Sen. Hertel, supported by Sen. Victory, to recommend immediate effect for SB 628. Without objection, immediate effect was recommended. Next, the Chairman invited Senate Fiscal Director, Chris Harkins, forward to wish him well on his departure from the Michigan Senate.
