BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1758 FAX: (517) 373-0938 COMMITTEE MEETING MINUTES October 20, 2021 A meeting of the Senate Committee on Finance was scheduled for Wednesday, October 20, 2021, at 12:30 p.m., in room 1200 of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported HB 4644 (Rep. Wakeman) with recommendation. 2. Reported SB 463 (Sen. Bumstead) with recommendation. 3. Reported SB 153 (S-2) (Sen. Brinks) with recommendation. 4. Testimony regarding SB 154 (S-2) (Sen. McMorrow). 5. Testimony regarding HB 4270 (Rep. Yancy). 6. Reported HB 5267 (Rep. Posthumus) with recommendation. The Chair called the meeting to order at 12:41 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Runestad, Sen.(s) Nesbitt, Daley, Bumstead, VanderWall, Chang and Alexander, a quorum was present. The Chair entertained a motion by Sen. Nesbitt to adopt the meeting minutes from October 13, 2021. Without objection, the minutes were adopted. The Chair brought up HB 4644. The cards were read of those individuals not wishing to present testimony regarding HB 4644: Dr. Meagan Viel, Self – Support The Chair entertained a motion by Sen. Nesbitt to report HB 4644 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Runestad, Sen.(s) Nesbitt, Daley, Bumstead and VanderWall Nays: Sen.(s) Chang and Alexander The motion prevailed and the bill was reported. The Chair brought up SB 463. The Chair entertained a motion by Sen. Nesbitt to report SB 463 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Runestad, Sen.(s) Nesbitt, Daley, Bumstead, VanderWall, Chang and Alexander Nays: None The motion prevailed and the bill was reported. The Chair brought up SB's 153 and 154 and HB's 4270 and 4267 and invited Sen.(s) Brinks, McMorrow and Rep. Posthumus to summarize the bills The Chair invited the following individuals to present testimony regarding SB's 153, 154 and HB's 4270, 4267: Lysne Tait, Helping Woman Period – Support The cards were read of those individuals not wishing to present testimony regarding SB's 153, 154 and HB's 4270, 4267: Carlos Gutierrez, Consumer Health Products Association – Support Amy Drumm, Michigan Retailers Association – Support Amy Zaagman, Michigan Council for Maternal and Child Health – Support Alena Clark, Women Lawyers Association of Michigan – Support Elinor Jordan, Michigan Coalition to End Domestic and Sexual Violence – Support Aaron Keel, Michigan Department of Treasury – Support Rachel Richards, Michigan League for Public Policy – Support SB's 153 and 154 The Chair offered an (S-2) to SB 153 and entertained a motion by Sen. The Chair offered an (S-2) to SB 154 and entertained a motion by Sen. Nesbitt to adopt the (S-2) version of SB 154. The vote was as follows: Yeas: Chair Runestad, Sen.(s) Nesbitt, Daley, Bumstead, VanderWall, Chang and Alexander Nays: None The motion prevailed and the (S-2) was adopted. The Chair entertained a motion by Sen. Chang to report SB 153 (S-2) to the floor with recommendation that it pass.
