BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7946 FAX: (517) 373-2678 COMMITTEE MEETING MINUTES October 20, 2021 A meeting of the Senate Committee on Appropriations was scheduled for Wednesday, October 20, 2021, at 2:00 p.m., in the Harry T. Gast Room of the Capitol Building. The agenda summary is as follows: 1. Testimony regarding SB 565 (Sen. Bumstead). The Chairman called the meeting to order at 2:00 p.m. He instructed the Clerk to call the roll. At that time, the following members were present; Chairman Stamas, Sen.(s) Bumstead, Schmidt, Barrett, Bizon, Daley, LaSata, MacDonald, Nesbitt, Outman, Runestad, Victory, Hertel, Irwin, Santana, McCann, and Bayer, a quorum was present. The Chairman made a motion, supported by Sen. Bumstead, to excuse absent members from the committee meeting. Without objection, Sen. Hollier was excused from the meeting. The Chairman entertained a motion by Sen. Schmidt, supported by Sen. Victory, to adopt the committee meeting minutes from October 13, 2021. Without objection, the minutes were adopted. The Chairman invited Sen. Bumstead to summarize SB 565 for the committee. The Chairman invited the following individuals to testify before the committee regarding SB 565. Greg Kavinsky, Michigan Water Environmental Association - Support Wayne Jernberg, Michigan American Water Works Association - Support Amy Epkey, & Luke Trumble, Department of Environment, Great Lakes, and Energy Laura Campbell, Michigan Farm Bureau John LaMacchia, Michigan Municipal League – Support Maggie Pallone, Public Sector Consultants Sean Hammond & Megan Tinsley – Michigan Environmental Council The following individuals submitted cards not wishing to testify regarding HB 5003: Dena Bosworth, Michigan Association of Counties – Support Hallie Fox & Nick Occhipinti, Michigan League of Conservation Voters – Support Johnathan Byrd, Michigan Laborer's Union – Support Ryan Warden, Lansing Board of Water and Light – Support Bill Wolfson, Great Lakes Water Authority – Support Bob Frye, Michigan Waterfront Alliance – Support The chairman entertained a motion made by Sen.
