BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-2420 FAX: (517) 373-2764 COMMITTEE MEETING MINUTES October 26, 2021 A meeting of the Senate Committee on Education and Career Readiness was scheduled for Tuesday, October 26, 2021, at 12:00 noon, in the 1300 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SR 86 (S-1) (Sen. Theis) with recommendation. 2. Reported HB 4343 (Rep. Coleman) with recommendation and immediate effect. 3. Reported SB 460 (S-1) (Sen. Theis) with recommendation and immediate effect. The Chair called the meeting to order at 12:55 p.m.. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Theis, Sen.(s) Horn, Runestad, Daley and Geiss, a quorum was present. The Chair entertained a motion by Sen. Horn to adopt the meeting minutes from October 5, 2021 and October 19, 2021. Without objection, the minutes were adopted. The Chair made a motion to excuse absent members from the meeting. Without objection, Sen. Polehanki was excused from the meeting. The Chair invited the following individuals to present testimony regarding SR 86: Sen. Lana Theis – Support David Kallman, Great Lakes Justice Center – Support Tanya Hug – Support The Chair entertained a motion by Sen. Horn to adopt the (S-1) version of SR 86. The vote was as follows: Yeas: Chair Theis, Sen.(s) Horn, Runestad, and Daley. Nays: Sen.(s) Geiss. The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Daley to report the (S-1) version of SR 86 to the floor with recommendation that it be adopted. The vote was as follows: Yeas: Chair Theis, Sen.(s) Horn, Runestad, and Daley. Nays: Sen.(s) Geiss. The motion prevailed and the resolution was reported. Page 1 of 2 The Chair invited the following individuals to present testimony regarding HB 4343: Rep. Kevin Coleman – Support The Chair entertained a motion by Sen. Horn to report HB 4343 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Theis, Sen.(s) Horn, Runestad, and Daley. Nays: None Pass: Sen.(s) Geiss. The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 4343. Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. Daley to adopt the (S-1) version of SB 460. The vote was as follows: Yeas: Chair Theis, Sen.(s) Horn, Runestad, and Daley. Nays: Sen.(s) Geiss. The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Runestad to report the (S-1) version of SB 460 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Theis, Sen.(s) Horn, Runestad, and Daley. Nays: Sen.(s) Geiss. The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 460. Without objection, immediate effect was recommended. There being no further business before the committee, the Chair moved to adjourn the committee.
