SARAH LIGHTNER CHAIR COMMITTEE MEETING MINUTES Wednesday, February 18, 2026 10:30 AM Room 521, House Office Building The House Committee on Judiciary was called to order by Chair Lightner. The Chair requested attendance to be called: Present: Reps. Lightner, BeGole, Wozniak, Harris, DeBoyer, Johnsen, Schuette, Tyrone Carter, Hope, Breen and Scott. Absent: None. Excused: None. Representative BeGole moved to adopt the meeting minutes from January 21, 2026. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4949 before the committee: HB 4949 (Rep. Wortz) A bill to amend 1989 PA 269, entitled "An act to provide civil immunity to persons who operate or use certain sport shooting ranges; and to regulate the application of state and local laws, rules, regulations, and ordinances regarding sport shooting ranges," by amending sections 2 and 2a (MCL 691.1542 and 691.1542a), section 2 as amended and section 2a as added by 1994 PA 250. Representative Wortz testified in support of HB 4949. Questions and discussions followed. David Van Lopik, representing the Michigan United Conservation Club, testified in support of HB 4949. Questions and discussions followed. Heather Cole, representing herself, testified in opposition to HB 4949. The following people submitted a card in support of HB 4949, but did not wish to speak: Brady Schickinger, representing the Michigan Coalition for Responsible Gun Owners (MCRGO). Robert I Mitchell II, representing himself. The Chair laid HB 5157 and HB 5158 before the committee: HB 5157 (Rep. Kuhn) A bill to amend 1931 PA 328, entitled "The Michigan penal code," (MCL 750.1 to 750.568) by adding section 89a. HB 5158 (Rep. Kuhn) A bill to amend 1927 PA 175, entitled "The code of criminal procedure," by amending section 16d of chapter XVII (MCL 777.16d), as amended by 2023 PA 208. Representative Kuhn testified in support of HB 5157 and HB 5158. Questions and discussions followed. Tony Buffa and Lt. Bryan Wood, both representing the Oakland County Sheriff's Office, testified in support of HB 5157 and HB 5158. Questions and discussions followed. Heather Cole, representing herself, testified in opposition of HB 5157 and HB 5158. The following person submitted a card in support of HB 5157 and HB 5158, but did not wish to speak: Matt Saxton, representing the Michigan Sheriffs' Association.
