BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1758 FAX: (517) 373-0938 COMMITTEE MEETING MINUTES October 27, 2021 A meeting of the Senate Committee on Finance was scheduled for Wednesday, October 27, 2021, at 12:30 p.m., in room 1200 of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported HB 5376 (Rep. Tisdel) with recommendation and immediate effect. 2. Reported HB 4289 (Rep. Damoose) with recommendation and immediate effect. 3. Reported HB 4290 (S-1) (Rep. Manoogian) with recommendation and immediate effect. 4 Reported SB 698 (Sen. Runestad) with recommendation and immediate effect. The Chair called the meeting to order at 12:36 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Runestad, Sen.(s) Nesbitt, Bumstead, VanderWall, Chang and Alexander, a quorum was present. The Chair entertained a motion by Sen. Nesbitt to adopt the meeting minutes from October 20, 2021. Without objection, the minutes were adopted. The Chair brought up HB 5376 and invited Rep. Tisdel to summarize the bill. The cards were read of those individuals not wishing to present testimony regarding HB 5376: Matt Patton, Detroit Regional Chamber – Support Leah Robinson, Michigan Chamber – Support Mike Johnston, Michigan Manufactures Association – Support Amy Drumm, Michigan Retailers Association – Support Brian Calley, Small Business Association of Michigan – Support Brian Reardon, S-Corp Association – Support Rebecca Park, Michigan Farm Bureau – Support Matt Wesolek, Michigan Association of Insurance Agents – Support The Chair entertained a motion by Sen. Nesbitt to report HB 5376 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Runestad, Sen.(s) Nesbitt, Bumstead, VanderWall, Chang and Alexander Nays: None The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for HB 5376. Without objection, immediate effect was recommended. The Chair brought up HB 4289 and HB 4290 and offered an (S-1) version of HB 4290. The Chair invited Brad Ward of the Michigan Realtors to summarize the bills. The Chair moved to recommend immediate effect for HB 4290. Without objection, immediate effect was recommended. The Chair brought up SB 698 and summarized the bill. The Chair moved to recommend immediate effect for SB 698. Without objection, immediate effect was recommended The Chair moved to excuse absent members from the meeting. Without objection, Sen. Daley was excused from the meeting. There being no further business before the committee, the Chair moved to adjourn the meeting.
