BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-3447 FAX: (517) 373-5849 COMMITTEE MEETING MINUTES October 27, 2021 A meeting of the Senate Committee on Transportation and Infrastructure was scheduled for Wednesday, October 27, 2021, at 12:00 noon, in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding HB 4861 (Rep. O'Malley). 2. Testimony regarding HB 4787 (Rep. Markkanen). 3. Reported SR 89 (Sen. Barrett) with recommendation. 4. Reported SB 452 (Sen. Victory) with recommendation and immediate effect. The Chair called the meeting to order at 12:02 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Geiss, Bullock, and Hollier, a quorum was present. The Chair entertained a motion by Sen. LaSata to adopt the meeting minutes from October 13, 2021. Without objection, the minutes were adopted. The Chair invited Rep. O'Malley to summarize HB 4861. The Chair invited the following individuals to present testimony regarding HB 4861: Mac Dashney, Michigan Association for Pupil Transportation – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4861: Matt Kurta, ESA Legislative Group – Support Deanne Calvert, Sanofi US – Support Jen Smith, Michigan Association of School Boards – Support The Chair invited Bill Azelton, of Rep. Markkanen's office, to summarize HB 4787. The Chair invited the following individuals to present testimony regarding HB 4787: Fred Schaible, Michigan Department of Military and Veterans Affairs – Support Adam Reames, Michigan Department of State – Support Page 1 of 2 The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4787: Matt Kurta, ESA Legislative Group – Support Jen Smith, Michigan Association of School Boards – Support Mac Dashney, Michigan Association for Pupil Transportation – Support The Chair summarized SR 89. The Chair read the cards of those individuals not wishing to testify before the committee regarding SR 89: Walter Heinritzi, Michigan Trucking Association – Support The Chair invited Sen. Victory to summarize SB 452. The Chair invited the following individuals to present testimony regarding SB 452: Karl Jakobi and Murray Johnston, Experian – Support Krik Hanna, IHS Market Automotive – Support Adam Reames, Michigan Department of State – Oppose The Chair entertained a motion by Sen. McBroom to report SR 89 to the floor with recommendation that it be adopted. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Geiss, Bullock, and Hollier Nays: None The motion prevailed and the resolution was reported. The Chair entertained a motion by Sen. Victory to report SB 452 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, and Bullock Nays: Sen. Hollier Pass: Sen. Geiss The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 452. Without objection, immediate effect was recommended. There being no further business before the committee, the Chair moved to adjourn the committee.
