BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-6920 FAX: (517) 373-2751 COMMITTEE MEETING MINUTES November 2, 2021 A meeting of the Senate Committee on Judiciary and Public Safety was scheduled for Tuesday, November 2, 2021, at 8:30 a.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 654 (Sen. Bumstead) with recommendation and immediate effect. 2. Reported SB 694 (S-2) (Sen. Bumstead) with recommendation and immediate effect. 3. Reported HB 5259 (Rep. Meerman) with recommendation and immediate effect. The Chair called the meeting to order at 8:31 a.m.. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Victory, Sen.(s) VanderWall, Barrett, Johnson, Runestad, Chang and Irwin, a quorum was present. The Chair entertained a motion by Sen. VanderWall to adopt the meeting minutes from October 14, 2021. Without objection, the minutes were adopted. The Chair brought up SB 654 and invited Sen. Bumstead to summarize the bill. The Chair invited the following individuals to present testimony regarding SB 654: Via Zoom - The Honorable Robert D. Springstead, Circuit Court Judge – Support Tom Boyd, State Court Administrative Office – Support The Chair brought up SB 694 and invited Sen. Bumstead to summarize the bill. The Chair invited the following individuals to present testimony regarding SB 694: Tom Boyd, State Court Administrative Office – Support Via Zoom - Sandra Vanderhyde, Muskegon County Circuit Court Administrator – Support Via Zoom - Judge William C. Marietti, Muskegon County Circuit Court – Support Judge Darnell Jackson, Chief Judge, 10th Circuit Court, Saginaw County – Support Senator Ken Horn – Support The cards were read of those individuals not wishing to present testimony regarding SB 694: Representative Amos O'Neal – Support Bill Zaagman, GCSI, Muskegon County – Support Roger Squires, Chief, Whitehall Police Department – Support DJ Hilson, Muskegon County Prosecutor – Support Timothy G. Hicks, Chief Judge, Muskegon County Probate and Circuit Courts - Support The Chair brought up HB 5259 and invited Rep. Meerman to summarize the bill. The Chair invited the following individuals to present testimony regarding HB 5259: Tom Boyd, State Court Administrative Office – Support Jon VanAllsburg, Chief Judge 20th Circuit Court Ottawa County - Support The cards were read of those individuals not wishing to present testimony regarding HB 5259: Bob DeVries, GCSI, Ottawa County - Support The Chair entertained a motion by Sen. Chang to report SB 654 to the floor with recommendation that it pass. The vote was a follows: Yeas: Chair Victory, Sen.(s) VanderWall, Barrett, Johnson, Runestad, Chang and Irwin Nays: None The motion prevailed bill was reported. The Chair moved to recommend immediate effect for SB 654. Without objection, immediate effect was recommended. Sen. Chang offered amendment #1 to SB 694 and summarized the amendment. The Chair entertained a motion by Sen. Chang to adopt amendment #1 to SB 694. The vote was a follows: Yeas: Chair Victory, Sen.(s) VanderWall, Barrett, Johnson, Runestad, Chang and Irwin Nays: None The motion prevailed amendment was adopted. The Chair entertained a motion by Sen. VanderWall to adopt the (S-1) version of SB 694, as amended. The vote was a follows: Yeas: Chair Victory, Sen.(s) VanderWall, Barrett, Johnson, Runestad, Chang and Irwin Nays: None The motion prevailed bill was reported. The Chair entertained a motion by Sen. VanderWall to report SB 694 (S-1), as amended, as a clean substitute, to the floor with recommendation that it pass. The vote was a follows: Yeas: Chair Victory, Sen.(s) VanderWall, Barrett, Johnson, Runestad, Chang and Irwin Nays: None The motion prevailed bill was reported. The Chair moved to recommend immediate effect for SB 694. Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. VanderWall to report HB 5259 to the floor with recommendation that it pass. The vote was a follows: Yeas: Chair Victory, Sen.(s) VanderWall, Barrett, Johnson, Runestad, Chang and Irwin Nays: None The motion prevailed bill was reported. The Chair moved to recommend immediate effect for HB 5259. Without objection, immediate effect was recommended.
