BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1760 FAX: (517) 373-3487 COMMITTEE MEETING MINUTES November 2, 2021 A meeting of the Senate Committee on Economic and Small Business Development was scheduled for Tuesday, November 2, 2021, at 12:00 noon, in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 671 (S-1) (Sen. Horn) with recommendation and immediate effect. 2. Reported SB 615 (Sen. Horn) with recommendation and immediate effect. 3. Reported SB 623 (Sen. Horn) with recommendation and immediate effect. The Chair called the meeting to order at 12:57 p.m.. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Horn, Sen.(s) VanderWall, Lauwers, LaSata, MacDonald, McMorrow, Geiss and Moss, a quorum was present. The Chair entertained a motion by Sen. VanderWall to adopt the meeting minutes from October 19, 2021. Without objection, the minutes were adopted. The Chair entertained a motion by Sen. LaSata to excuse absent members from the meeting. Without objection, Sen. Schmidt was excused from the meeting. The Chair entertained a motion by Sen. VanderWall to adopt the (S-1) version of SB 671. The vote was as follows: Yeas: Chair Horn, Sen.(s) VanderWall, Lauwers, LaSata, MacDonald, McMorrow, Geiss, and Moss. Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. MacDonald to report the (S-1) version of SB 671 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Horn, Sen.(s) VanderWall, Lauwers, LaSata, MacDonald, McMorrow, Geiss, and Moss. Nays: None The motion prevailed and the bill was reported. The motion failed and the amendment was not adopted. The Chair entertained a motion by Sen. McMorrow to adopt the McMorrow amendment #2 to SB 615. The vote was as follows: Yeas: Sen.(s) McMorrow, Geiss, and Moss. Nays: Chair Horn, Sen.(s) VanderWall, Lauwers, LaSata, and MacDonald. The motion failed and the amendment was not adopted. The Chair entertained a motion by Sen. VanderWall to report SB 615 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Horn, Sen.(s) VanderWall, LaSata, MacDonald, and Moss. Nays: Sen.(s) Lauwers and McMorrow. Pass: Sen.(s) Geiss. The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 615. Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. MacDonald to report SB 623 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Horn, Sen.(s) VanderWall, LaSata, MacDonald, McMorrow, Geiss, and Moss.
