- HOUSE OF REPRESENTATIVES COMMITTEE ON NATURAL RESOURCES AND TOURISM REP. DAVID MARTIN CHAIR COMMITTEE MEETING MINUTES Wednesday, February 18, 2026 Noon. Room 519, House Office Building The House Committee on Natural Resources and Tourism was called to order by Chair Martin. The Chair requested attendance to be called: Present: Reps. Martin, St. Germaine, VanderWall, Outman, Hoadley, Johnsen, Prestin, Bohnak, Fairbairn, Wortz, McFall, Scott, Weiss, Arbit, Foreman, Myers-Phillips and Wooden. Absent: None. Excused: None. Representative St. Germaine moved to adopt the meeting minutes from February 04, 2026. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 5430 before the committee: HB 5430 (Rep. Smit) A bill to amend 1978 PA 368, entitled "Public health code," by amending section 12501 (MCL 333.12501), as amended by 2004 PA 408, and by adding section 12510a. Representative Bohnak moved to report out HB 5430 with recommendation. The motion prevailed 10-0-7: FAVORABLE ROLL CALL Yeas: Reps. Martin, St. Germaine, VanderWall, Outman, Hoadley, Johnsen, Prestin, Bohnak, Fairbairn and Wortz. Nays: None. Pass: Reps. McFall, Scott, Weiss, Arbit, Foreman, Myers-Phillips and Wooden. The Chair laid HB 5210 before the committee: HB 5210 (Rep. Alexander) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending section 47331 (MCL 324.47331), as added by 1995 PA 57. Representative Alexander explained the proposed substitute (H-1) for HB 5210. Representative Outman moved to adopt substitute (H-1) to HB 5210. The motion prevailed 17-0-0: FAVORABLE ROLL CALL Yeas: Reps. Martin, St. Germaine, VanderWall, Outman, Hoadley, Johnsen, Prestin, Bohnak, Fairbairn, Wortz, McFall, Scott, Weiss, Arbit, Foreman, Myers-Phillips and Wooden. Nays: None. Pass: None. Representative Fairbairn moved to report out HB 5210 with recommendation, as substitute (H-1). The motion prevailed 17-0-0: FAVORABLE ROLL CALL Yeas: Reps.
