HOUSE OF REPRESENTATIVES COMMITTEE ON ECONOMIC COMPETITIVENESS REP. MIKE HOADLEY CHAIR COMMITTEE MEETING MINUTES Thursday, February 19, 2026 10:30 AM Room 521, House Office Building The House Committee on Economic Competitiveness was called to order by Chair Hoadley. The Chair requested attendance to be called: Present: Reps. Hoadley, Bohnak, Outman, Harris, BeGole, DeBoyer, St. Germaine, Grant, Brixie and Tate. Absent: Rep. Coffia. Excused: Rep. Coffia. Representative BeGole moved to adopt the meeting minutes from January 22, 2026. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 5031 before the committee: HB 5031 (Rep. Robinson) A bill to amend 2018 PA 57, entitled "Recodified tax increment financing act," by amending sections 402, 412a, and 412b (MCL 125.4402, 125.4412a, and 125.4412b), section 402 as amended by 2023 PA 312. Representative Robinson, Luke Bonner, representing Sterling Heights SmartZone, Haley Bradley, Assistant City Manager of the City of Sterling Heights, and Paula Macpherson, representing Velocity, testified in support of HB 5031. Questions and discussions followed. Nora VandenBrink, representing Lakeshore Advantage- Holland, testified in support of HB 5031. Paul Krutko, representing Ann Arbor SPARK and the Economic Development Leaders of Michigan, testified in support of HB 5031. Jillian Winn, representing the Lansing Economic Area Partnership, Lansing Regional SmartZone, testified in support of HB 5031. Questions and discussions followed. David Washburn, representing the Michigan State University Research Foundation, testified in support of HB 5031. Abbie Tykocki, representing the Lansing Local Development Finance Authority SmartZone, testified in support of HB 5031. Harrison Leffel-Jones, representing the Lansing Economic Area Partnership, testified in support of HB 5031. The following people submitted a card in support of HB 5031, but did not wish to speak: Mark Vanderpool, City Manager for the City of Sterling Heights. Erik Larson, representing the Impression 5 Science Center. Adam Majestic, representing the Detroit Regional Chamber. Traci Riehl, representing the Greater Lansing Regional SmartZone Board. December Day, representing Michigan State University Extension. Vince Nystrom and Joe Theil, representing Innovate Marquette SmartZone. Representative Tate moved to excuse Representative Coffia from the meeting. There being no objection, the motion prevailed by unanimous consent.
