BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-3447 FAX: (517) 373-5849 COMMITTEE MEETING MINUTES December 1, 2021 A meeting of the Senate Committee on Transportation and Infrastructure was scheduled for Wednesday, December 1, 2021, at 12:00 noon, in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Adopted the Updated Committee Rules. 2. Reported HB 4861 (Rep. O'Malley) with recommendation and immediate effect. 3. Reported HB 4787 (S-1) (Rep. Markkanen) with recommendation and immediate effect. 4. Reported HB 5290 (Rep. O'Malley) with recommendation and immediate effect. The Chair called the meeting to order at 12:03 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Wozniak, Geiss, and Hollier, a quorum was present. The Chairman entertained a motion by Sen. LaSata to adopt the updated committee rules. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Wozniak, Geiss, and Hollier Nays: None The motion prevailed and the rules were adopted. The Chair entertained a motion by Sen. Wozniak to adopt the meeting minutes from October 27, 2021. Without objection, the minutes were adopted. The Chair made a motion to excuse absent members from the meeting. Without objection, Sen. Bullock was excused from the meeting. The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4861: Jennifer Smith, Michigan Association of School Boards – Support The Chair entertained a motion by Sen. Outman to report HB 4861 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Wozniak, Geiss, and Hollier Nays: None Page 1 of 2 The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 4861. Without objection, immediate effect was recommended. The Chair offered, and summarized, an (S-1) version of HB 4787. The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4787: Jason Wadaga, Michigan Dairy Foods Association – Support Jason Wadaga, Michigan Propane Gas Association – Support Amy Drumm, Michigan Retailers Association – Support Andrew Martin, Meijer – Support The Chair entertained a motion by Sen. Hollier to adopt the (S-1) version of HB 4787. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Wozniak, Geiss, and Hollier Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Hollier to report the (S-1) version of HB 4787 to the floor with recommendation that it pass. The Chair made a motion to recommend immediate effect for HB 4787 (S-1). Without objection, immediate effect was recommended. The Chair invited Rep. O'Malley to summarize HB 5290. The Chair invited the following individuals to present testimony regarding HB 5290: Ed Noyola, Michigan County Roads Association – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 5290: Troy Hagon, Michigan Department of Transportation – Support The Chair entertained a motion by Sen. Geiss to report HB 5290 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, Victory, Outman, Lauwers, Wozniak, Geiss, and Hollier Nays: None Pass: Sen. McBroom The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 5290. Without objection, immediate effect was recommended. There being no further business before the committee, the Chair moved to adjourn the committee.
