BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1760 FAX: (517) 373-3487 COMMITTEE MEETING MINUTES December 2, 2021 A meeting of the Senate Committee on Economic and Small Business Development was scheduled for Thursday, December 2, 2021, at 12:00 noon, in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Adopted the Committee Rules. 2. 3. Testimony regarding SB 642 (Sen. Ananich) and (S-1) ( ). 4. Testimony regarding SB 706 (Sen. Horn). 5. Testimony regarding HB 4031 (Rep. Kahle). The Chair called the meeting to order at 12:04 p.m.. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Horn, Sen.(s) VanderWall, Schmidt, LaSata, Huizenga, McMorrow and Moss, a quorum was present. The Chair entertained a motion by Sen. VanderWall to excuse absent members from the meeting. Without objection, Sen.(s) Lauwers, MacDonald and Geiss were excused from the meeting. The Chair entertained a motion by Sen. VanderWall to adopt the meeting minutes from November 2, 2021. Without objection, the minutes were adopted. The Chairman entertained a motion by Sen. VanderWall to adopt the committee rules. The vote was as follows: Yeas: Chair Horn, Sen.(s) VanderWall, LaSata, Huizenga, McMorrow, and Moss. Nays: None The motion prevailed and the rules were adopted. The Chair invited the following individuals to present testimony regarding SB 653: Eric Peterson, Charles H. Wright Museum of African American History, CWM – Support Page 1 of 3 John Decker, Detroit Historical Society, DHS – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 653: Kirk Profit, GCSI – Support Aaron Keel, MI Dept. of Treasury, Treasury – Neutral The Chair entertained a motion by Sen. LaSata to adopt the (S-1) version of SB 653. The vote was as follows: Yeas: Chair Horn, Sen.(s) VanderWall, Schmidt, LaSata, Huizenga, McMorrow, and Moss. Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. VanderWall to report the version of SB 653 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Horn, Sen.(s) VanderWall, Schmidt, LaSata, Huizenga, McMorrow, and Moss. Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 653. Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. Moss to adopt the (S-1) version of SB 642. The vote was as follows: Yeas: Chair Horn, Sen.(s) VanderWall, LaSata, Huizenga, McMorrow, and Moss. Nays: None The motion prevailed and the (S-1) was adopted. Without objection, the committee was adjourned at 1:06 p.m. The Chair made a motion to recommend immediate effect for SB 653. Without objection, immediate effect was recommended.
