BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1725 FAX: (517) 373-0741 COMMITTEE MEETING MINUTES December 2, 2021 A meeting of the Senate Committee on Health Policy and Human Services was scheduled for Thursday, December 2, 2021, at 1:00 p.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported HB 5072 (Rep. Berman) with recommendation and immediate effect. 2. Reported SB 759 (S-1) (Sen. VanderWall) with recommendation and immediate effect. The Chair called the meeting to order at 1:09 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, Theis, Brinks, Hertel, Santana, and Wojno, a quorum was present. The Chair entertained a motion by Sen. Bizon to adopt the meeting minutes from October 21, 2021. Without objection, the minutes were adopted. The Chair invited the following individuals to present testimony regarding HB 5072: Alan Rogalski, Warner Norcross and Judd – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 5072: Christine Shearer, Michigan Association of Health Plans – Support Marnie Triemstra, Michigan Department of Licensing and Regulatory Affairs – Support Brian Sapita, Michigan Pharmacists Association – Support Sean Sorenson-Abbott, Michigan Health and Hospital Association – Support The Chair entertained a motion by Sen. LaSata to report HB 5072 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, Theis, Brinks, Hertel, Santana, and Wojno Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 5072. Without objection, immediate effect was recommended. Page 1 of 2 The Chair offered an (S-1) version of SB 759. The Chair invited Adam Carlson, Senior Vice President of Advocacy for the Michigan Health and Hospital Association, to summarize SB 759 and the (S-1) version of SB 759. The Chair invited the following individuals to present testimony regarding SB 759: Adam Carlson, Michigan Health and Hospital Association – Support Dr. Stephanie Duggan, Ascension Northern Ministries – Support Doug Dascenzo, Trinity Health Michigan – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 759: John Shaski, Sparrow Health System – Support Dalton Herbel, LeadingAge Michigan – Support Megan Blue, Beaumont Health – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 759 (S- 1): Marnie Triemstra, Michigan Department of Licensing and Regulatory Affairs – Neutral The Chair entertained a motion by Sen. Bizon to adopt the (S-1) version of SB 759. The vote was as follows: Yeas: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, Theis, Brinks, Hertel, Santana, and Wojno Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Bizon to report the (S-1) version of SB 759 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, Theis, Brinks, Hertel, Santana, and Wojno Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 759 (S-1). Without objection, immediate effect was recommended. The Chair made a motion to excuse absent members from the meeting. Without objection, Sen. MacDonald was excused from the meeting. The Chair recognized Sen. Hertel. Sen. Hertel requested that written testimony regarding HB 4667 be submitted to the committee and entered into the official record. Without objection, the written testimony was submitted into the official record. There being no further business before the committee, the Chair moved to adjourn the committee.
