BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1760 FAX: (517) 373-3487 COMMITTEE MEETING MINUTES December 9, 2021 A meeting of the Senate Committee on Economic and Small Business Development was scheduled for Thursday, December 9, 2021, at 12:00 noon, in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported HB 4031 (S-1) (Rep. Kahle) with recommendation and immediate effect. 2. Reported SB 642 (S-1) (Sen. Ananich) with recommendation and immediate effect. 3. Reported SB 706 (S-1) (Sen. Horn) with recommendation and immediate effect. The Chair called the meeting to order at 2:03 p.m.. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Horn, Sen.(s) VanderWall, Schmidt, LaSata, MacDonald, McMorrow, Geiss and Moss, a quorum was present. The Chair entertained a motion by Sen. MacDonald to excuse absent members from the meeting. Without objection, Sen.(s) Lauwers and Huizenga were excused from the meeting. The Chair entertained a motion by Sen. LaSata to adopt the meeting minutes from December 2, 2021. Without objection, the minutes were adopted. The Chair entertained a motion by Sen. VanderWall to adopt the (S-1) version of HB 4031. The vote was as follows: Yeas: Chair Horn, Sen.(s) VanderWall, Schmidt, LaSata, MacDonald, McMorrow, Geiss, and Moss. Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Schmidt to report the (S-1) version of HB 4031 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Horn, Sen.(s) VanderWall, Schmidt, LaSata, MacDonald, McMorrow, and Moss. Nays: None Pass: Sen.(s) Geiss. The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 4031 (S-1). Without objection, immediate effect was recommended. Page 1 of 2 The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 642 (S-1): Bree Anderson, MI Department of Technology, Management and Budget – Opposed The Chair entertained a motion by Sen. Moss to report the (S-1) version of SB 642 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Horn, Sen.(s) VanderWall, Schmidt, LaSata, MacDonald, McMorrow, Geiss, and Moss. Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 642 (S-1). Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. MacDonald to adopt the (S-1) version of SB 706. The vote was as follows: Yeas: Chair Horn, Sen.(s) VanderWall, Schmidt, LaSata, MacDonald, McMorrow, Geiss, and Moss. Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. VanderWall to report the (S-1) version of SB 706 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Horn, Sen.(s) VanderWall, Schmidt, LaSata, MacDonald, Geiss, and Moss. Nays: None Pass: Sen.(s) McMorrow. The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 706 (S-1). Without objection, immediate effect was recommended. There being no further business before the committee, the Chair moved to adjourn the committee.
