BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1636 FAX: (517) 373-1453 COMMITTEE MEETING MINUTES January 19, 2022 A meeting of the Senate Committee on Elections was scheduled for Wednesday, January 19, 2022, at 2:00 p.m., in the 1300 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 292 (S-2) (Sen. Outman) with recommendation and immediate effect. 2. Testimony regarding SB 293 (Sen. Outman). 3. Testimony regarding HB 4132 (Rep. Wendzel). 4. Testimony regarding HB 4133 (Rep. Bollin). The Chair called the meeting to order at 2:05 p.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Johnson, Sen.(s) McBroom, and VanderWall, a quorum was present. The Chair entertained a motion by Sen. VanderWall to adopt the meeting minutes from December 8, 2021. Without objection, the minutes were adopted. The Chair offered an (S-2) version of SB 292. The Chair invited Garrett Wheat, of the Chair's office, to summarize the (S-2) version of SB 292. The Chair invited the following individuals to present testimony regarding SB 292 and SB 293: Adam Reames, Michigan Department of State – Oppose The Chair invited the following individuals to present testimony regarding SB 292: Alex Weddon, Pure Integrity for Michigan Elections – Oppose Anson Lah, Citizen – Oppose Patrick Colbeck, Citizen – Oppose Bob Cushman, People Desiring Transparency – Oppose The Chair entertained a motion by Sen. VanderWall to adopt the (S-2) version of SB 292. The vote was as follows: Yeas: Chair Johnson, Sen.(s) McBroom, and VanderWall Nays: None The motion prevailed and the (S-2) was adopted. Page 1 of 2 The Chair entertained a motion by Sen. VanderWall to report the (S-2) version of SB 292 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Johnson, Sen.(s) McBroom, and VanderWall Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 292 (S-2). Without objection, immediate effect was recommended. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 292: Hallie Fox, Michigan League of Conservation Voters – Oppose The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 292 (S- 2): Judy Allen, Michigan Townships Association – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 293: Alex Weddon, Pure Integrity for Michigan Elections – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 292, SB 293, HB 4132, and HB 4133: Paula Bowman and Christina Schlitt, League of Women Voters of Michigan – Oppose The Chair invited Rep. Bollin to summarize HB 4132 and HB 4133. The Chair invited the following individuals to present testimony regarding HB 4132 and HB 4133: Adam Reames, Michigan Department of State – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4132 and HB 4133: Merissa Kovach, ACLU of Michigan – Oppose The Chair made a motion to excuse absent members from the meeting. Without objection, Sen. Wojno was excused from the meeting. There being no further business before the committee, the Chair moved to adjourn the committee.
