BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1758 FAX: (517) 373-0938 COMMITTEE MEETING MINUTES January 26, 2022 A meeting of the Senate Committee on Finance was scheduled for Wednesday, January 26, 2022, at 12:30 p.m., in room 1200 of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony Regarding HB 4378 (Rep. Garza). 2. Testimony Regarding HB 4379 (Rep. Garza). 3. Testimony Regarding SB 808 (Sen. Runestad). 4. Testimony Regarding SB 809 (Sen. Johnson). 5. Reported SB 768 (S-1) (Sen. Nesbitt) with recommendation and immediate effect. The Chair called the meeting to order at 12:33 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Runestad, Sen.(s) Nesbitt, Daley, Bumstead, VanderWall, Chang and Alexander, a quorum was present. The Chair entertained a motion by Sen. Nesbitt to adopt the meeting minutes from January 19, 2022. Without objection, the minutes were adopted. The Chair brought up HB's 4378 – 4379 and invited Madelynn O'Callaghan of Rep. Garza's office to summarize the bills. The cards were read of those individuals not wishing to present testimony regarding HB's 4378 - 4379: Chair Hackbarth, Michigan Municipal League – Neutral Paul Connors, Michigan Department of Treasury - Neutral The Chair brought up SB's 808 – 809. The Chair summarized SB 808, and invited Rep. Johnson to summarize SB 809. The Chair invited the following individuals to present testimony via Zoom regarding SB's 808 – 809: Amanda Price, MI Association of County Treasurers, Ottawa County Treasurer – Neutral The Committee went at ease from 12:49 p.m. – 12:55 p.m. The cards were read of those individuals not wishing to present testimony regarding SB's 808 - 809: Paul Connors, Michigan Department of Treasury - Neutral Julie Cassidy, Michigan League for Public Policy – Support Judy Allen, Michigan Townships Association – Support Alex Morris, Michigan Bankers Association – Support Deena Bosworth, Michigan Association of Counties – Support Chris Hackbarth, Michigan Municipal League - Support The Chair brought up SB 768, and invited Sen. Daley to adopt the (S-1) version of SB 768. The vote was as follows: Yeas: Chair Runestad, Sen.(s) Nesbitt, Daley, Bumstead and VanderWall Nays: Sen.(s) Chang and Alexander The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Bumstead to report SB 768 (S-1) to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Runestad, Sen.(s) Nesbitt, Daley, Bumstead and VanderWall Nays: Sen.(s) Chang and Alexander The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for SB 768 (S-1). Without objection, immediate effect was recommended.
