BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-3543 FAX: (517) 373-0927 COMMITTEE MEETING MINUTES January 27, 2022 A meeting of the Senate Committee on Local Government was scheduled for Thursday, January 27, 2022, at 1:30 p.m., in the 1300 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported HB 4833 (Rep. Ellison) with recommendation and immediate effect. 2. Reported HB 4834 (Rep. Tisdel) with recommendation and immediate effect. 3. Reported SB 525 (S-1) (Sen. Wojno) with recommendation and immediate effect. 4. Reported SB 821 (Sen. Schmidt) with recommendation and immediate effect. The Chair called the meeting to order at 1:30 p.m.. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Zorn, Sen.(s) Johnson, Daley, Alexander and Moss, a quorum was present. The Chair entertained a motion by Sen. Johnson to adopt the meeting minutes from January 20, 2022. Without objection, the minutes were adopted. The Chair brought up HB's 4833 and 4834. The cards were read of those individuals not wishing to testify before the committee regarding HB's 4833 - 4834: Leah Robinson, Michigan Chamber of Commerce – Neutral Jimmy Greene, Associated Builders and Contractors Michigan – Support The Chair entertained a motion by Sen. Daley to report HB 4833 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Zorn, Sen.(s) Johnson, Daley, Alexander and Moss Nays: None The motion prevailed and the bill was reported. Page 1 of 3 The Chair moved to recommend immediate effect for HB 4833. Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. Johnson to report HB 4834 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Zorn, Sen.(s) Johnson, Daley, Alexander and Moss Nays: None The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for HB 4834. Without objection, immediate effect was recommended. The Chair brought up SB 525 and offer an (S-1) version. The Chair invited Sen. Wojno to summarize the bill and (S-1). The cards were read of those individuals not wishing to testify before the committee regarding SB 525: Mark Hackel, Macomb County Executive – Support Don Brown, Macomb County Commissioner – Support Anthony Forlini, Macomb County Clerk – Support Harold Haugh, Commissioner – Support Candice Miller, Macomb Public Works Commissioners – Support The Chair entertained a motion by Sen. Johnson to adopt the (S-1) version of SB 525. The vote was as follows: Yeas: Chair Zorn, Sen.(s) Johnson, Daley, Alexander and Moss Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Johnson to report SB 525 (S-1) to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Zorn, Sen.(s) Johnson, Daley, Alexander and Moss Nays: None The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for SB 525 (S-1). Without objection, immediate effect was recommended. The Chair brought up SB 821 and invited Sen. Schmidt to summarize the bill. Alexander to report SB 821 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Zorn, Sen.(s) Johnson, Daley, Alexander and Moss Nays: None The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for SB 821. Without objection, immediate effect was recommended. There being no further business before the committee, the Chair moved to adjourn the committee.
