BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1725 FAX: (517) 373-0741 COMMITTEE MEETING MINUTES February 8, 2022 A meeting of the Senate Committee on Health Policy and Human Services was scheduled for Tuesday, February 8, 2022, at 8:30 a.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported HB 4348 (S-1) (Rep. Calley) with recommendation and immediate effect. 2. Testimony regarding HB 5261 (Rep. Hammoud). 3. Testimony regarding HB 5262 (Rep. Hammoud). 4. Testimony regarding HB 5263 (Rep. Whiteford). 5. Testimony regarding HB 5264 (Rep. Hornberger). The Chair called the meeting to order at 8:32 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, MacDonald, Theis, Brinks, Hertel, Santana, and Wojno, a quorum was present. The Chair entertained a motion by Sen. Bizon to adopt the meeting minutes from January 27, 2022. Without objection, the minutes were adopted. The Chair offered, and summarized, an (S-1) version of HB 4348. The Chair entertained a motion by Sen. Bizon to adopt the (S-1) version of HB 4348. The vote was as follows: Yeas: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, MacDonald, Theis, Brinks, Hertel, Santana, and Wojno Nays: None The motion prevailed and the (S-1) was adopted. The Chair invited the following individuals to present testimony regarding HB 4348 and (S-1): Larry Lewis, CVS/Aetna – Oppose Dominick Pallone, Michigan Association of Health Plans – Oppose Matthew Magner, National Community Pharmacists Association – Neutral The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4348: Peter Matz, Food Industry Association – Support Page 1 of 3 Heather Cascone, Pharmaceutical Care Management Association – Oppose Ryan Butka, America's Pharmacies – Support Amy Drumm, Michigan Retailers Association – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4348 (S- 1): Roy Lafferty, Health Alliance Plan – Oppose Kelli Sned, Association of Affiliated Pharmacies and Apothecaries – Oppose John VanFossen, Meijer – Support Joseph Sullivan, Michigan Department of Insurance and Financial Services – Neutral David Worthams, Michigan Manufacturers Association – Oppose Jimmy Greene, ABC Michigan – Oppose John Covello, Independent Pharmacy Cooperative – Oppose The Chair entertained a motion by Sen. Bizon to report the (S-1) version of HB 4348 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, MacDonald, Theis, and Brinks Nays: None Pass: Sen.(s) Hertel, Santana, and Wojno The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 4348 (S-1). Without objection, immediate effect was recommended. The Chair invited Rep. Whiteford to summarize HB 5261 – HB 5264.
