BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7840 FAX: (517) 373-3932 COMMITTEE MEETING MINUTES February 8, 2022 A meeting of the Senate Committee on Oversight was scheduled for Tuesday, February 8, 2022, at 2:00 p.m., in the 1300 room of the Binsfeld Office Building. The agenda summary is as follows: 1. Office of the Auditor General, Performance Audit Report, Select Licensing and Monitoring Activities of Child Placing Agencies, Michigan Department of Health and Human Services. December 2021, #431-2780-16. 2. Presentation from Keith Barber, Office of Legislative Corrections Ombudsman. The Chair called the meeting to order at 2:10 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair McBroom, Sen.(s) Theis, Bizon, Wozniak, Irwin and Chang, a quorum was present. The Chair invited the committee to recite the Pledge of Allegiance. The Chair entertained a motion by Sen. Theis to adopt the meeting minutes from February 1, 2022. Without objection, the minutes were adopted. The Chair invited the following individuals from the Office of the Auditor General to give the committee a presentation regarding the Performance Audit Report, Select Licensing and Monitoring Activities of Child Placing Agencies, Michigan Department of Health and Human Services. December 2021, #431-2780-16: Ryan Austin, Principal Audit Supervisor, via Zoom Yvonne Benn, Audit Division Administrator Ivy Jaroche, Principal Audit Supervisor/Acting Audit Manager Member questions and discussion followed. The committee requested additional information be provided. The Chair invited the following individuals from the Michigan Department of Health and Human Services to give the committee a presentation regarding the Performance Audit Report, Select Licensing and Monitoring Activities of Child Placing Agencies, Michigan Department of Health and Human Services. December 2021, #431-2780-16: Demetrius Starling, Executive Director, Children's Services Agency, via Zoom Rachel Willis, Division Director, Child Welfare Licensing, via Zoom A PowerPoint presentation was delivered. Member questions and discussion followed. Page 1 of 2 The Chair invited Keith Barber, Legislative Corrections Ombudsman to give the committee a presentation regarding prison overcrowding and staffing issues. Member questions and discussion followed. Additional topics were discussed, and additional information was requested by the committee. There being no further business before the committee, Chair McBroom entertained a motion by Sen. Irwin to adjourn the committee at 3:58 p.m. Without objection, the committee was adjourned.
