BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7840 FAX: (517) 373-3932 COMMITTEE MEETING MINUTES February 9, 2022 A meeting of the Senate Committee on Natural Resources was scheduled for Wednesday, February 9, 2022, at 8:30 a.m., in the 1300 Room of the Binsfeld Office Building. The agenda summary is as follow: 1. Reported HB 4242 (S-2) (Rep. Alexander) with recommendation and immediate effect. 2. Testimony regarding SB 563 (Sen. LaSata). 3. Testimony regarding SB 813 (Sen. McCann). The Chair called the meeting to order at 8:31 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair McBroom, Sen.(s) Bumstead, Outman, Schmidt and McCann, a quorum was present. The Chair invited the committee to recite the Pledge of Allegiance. The Chair entertained a motion by Sen. Schmidt to adopt the meeting minutes from December 8, 2021. Without objection, the minutes were adopted. The Chair brought up HB 4242, and invited Rep. Alexander to summarize the (S-2) version of the bill. The members had no questions for Rep. Alexander. The Chair read the cards of those individuals not wishing to present testimony regarding HB 4242: Taylor Ridderbusch, MI Department of Natural Resources - Support The Chair entertained a motion by Sen. Schmidt to adopt the (S-2) version of HB 4242. The vote was as follows: Yeas: Chair McBroom, Sen.(s) Bumstead, Outman, Schmidt and McCann Nays: None The motion prevailed and the (S-2) was adopted. The Chair entertained a motion by Sen. Outman to report HB 4242 (S-2) to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair McBroom, Sen.(s) Bumstead, Outman, Schmidt and McCann Nays: None The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for HB 4242 (S-2). Without objection, immediate effect was recommended. The Chair brought up SB 563, and invited Sen. LaSata to summarize the bill. Member questions followed. The Chair invited the following individuals to present testimony regarding SB 563: Mr. Jamie Racklyeft, Great Lakes Water Safety Consortium, via Zoom - Support The Chair read the cards of those individuals not wishing to present testimony regarding SB 563: Herasanna Richards, Michigan Municipal League – Support L. Paul Bailey, Sheriff Berrien County - Support The Chair brought up SB 813 and invited Sen. McCann to summarize the bill. Member questions and discussion followed. The Chair invited the following individuals to present testimony regarding SB 813: Cheryl Vosburg, Executive Director, Kalamazoo River Watershed Council – Support Ryan Baker, President, Kalamazoo River Alliance – Support Travis Boeskool, Legislative Liaison, MI Dept. of Environment, Great Lakes, & Energy – Support Jerrod Sanders, Water Resources Division, MI Dept. of Environment, Great Lakes & Energy – Support Member questions and discussion followed. The Chair read the cards of those individuals not wishing to present testimony regarding SB 813: Amy Trotter, MI United Conservation Clubs – Support Bob Stuber, MI Hydro Relicensing Coalition – Support Michigan League of Conservation Voters – Support State Rep. Julie Rogers, Kalamazoo - Support There being no further business before the committee, the Chair entertained a motion by Sen. McCann to adjourn the committee.
