RACHELLE SMIT CHAIR COMMITTEE MEETING MINUTES Tuesday, February 24, 2026 9:00 AM Room 307, House Office Building The House Committee on Election Integrity was called to order by Chair Smit. The Chair requested attendance to be called: Present: Reps. Smit, Fox, Outman, Alexander, Hoadley, Pavlov, Wooden, Koleszar and Xiong. Absent: None. Excused: None. Representative Hoadley moved to adopt the meeting minutes from February 03, 2026. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 5032 before the committee: HB 5032 (Rep. Kelly) A bill to amend 1976 PA 451, entitled "The revised school code," by amending section 1361 (MCL 380.1361), as amended by 2003 PA 299. Representative Kelly and Richard Poljan IV, representing the Citizens for Responsible School Finance, testified in support of HB 5032. Questions and discussions followed. Nicole Lee, representing the Vote No Ballot Committee, testified in support of HB 5032. The following people submitted a card in opposition to HB 5032, but did not wish to speak: Jennifer Smith, representing the Michigan Association of School Boards. Representative Outman moved to report out HB 5468 with recommendation. The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. Smit, Fox, Outman, Alexander, Hoadley, Pavlov, Wooden, Koleszar and Xiong. Nays: None. Pass: None.
