BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1758 FAX: (517) 373-0938 **DRAFT** COMMITTEE MEETING MINUTES February 9, 2022 A meeting of the Senate Committee on Finance was scheduled for Wednesday, February 9, 2022, at 12:30 p.m., in room 1200 of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding HB 4939 (Rep. Damoose) 2. Testimony regarding HB 4940 (Rep. Tate) 3. Reported HB 4378 (Rep. Garza) with recommendation and immediate effect. 4. Reported HB 4379 (Rep. Garza) with recommendation and immediate effect. 5. Testimony regarding SB 805 (Sen. MacDonald). 6. Testimony regarding SB 806 (Sen. MacDonald). 7. Testimony regarding SB 807 (Sen. MacDonald). The Chair called the meeting to order at 12:39 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Runestad, Sen.(s) Nesbitt, Daley, Bumstead, VanderWall, Chang and Alexander, a quorum was present. The Chair entertained a motion by Sen. Daley to adopt the meeting minutes from January 26, 2022. Without objection, the minutes were adopted. The Chair brought up HB's 4939 - 4940 and invited Rep. Damoose to summarize the bills. The Chair invited the following individuals to present testimony regarding HB's 4939 – 4940: Kurt Berryman, Auto Dealers Association – Support Thad Szott, Szott Auto Group, Detroit Auto Dealers Association – Support Aaron Keel, MI Department of Treasury – Oppose David Metalski, MI Department of Treasury - Oppose The Chair brought up HB's 4378 – 4379. The Chair entertained a motion by Sen. Nesbitt to report HB 4378 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Runestad, Sen.(s) Nesbitt, Daley, Bumstead, VanderWall, Chang and Alexander Nays: None The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for HB 4378. Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. Chang to report HB 4379 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Runestad, Sen.(s) Nesbitt, Daley, Bumstead, VanderWall, Chang and Alexander Nays: None The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for HB 4379. Without objection, immediate effect was recommended. The Chair brought up SB's 805 – 807 and invited Sen. MacDonald to summarize the bills. The Chair invited the following individuals to present testimony regarding SB's 805 – 807: Karen Giles, CFO Superior Companies, via Zoom – Support Dave Ruman, CFO J.G. Kern, via Zoom – Support Mike Johnston, Michigan Manufacturers Association – Support Judy Allen, Michigan Townships Association – Oppose SB 805-806 Chris Hackbarth, Michigan Municipal League – Oppose SB 805-806 The cards were read of those individuals not wishing to present testimony regarding SB's 805-807: Aaron Keel, Michigan Department of Treasury - Oppose There being no further business before the committee, the Chair moved to adjourn the meeting.
